The vendor is required to provide temporary contingency staffing professionals on an as needed basis to fulfill county’s short-term information technology (IT) staffing needs.
- Typically requested staff include but may not be limited to:
• Application developer and software engineer
• IT Help desk technician
• Application support analyst
• Project manager
• Reporting data analyst
- Provide a single point of contact (“POC”) to manage the services in this agreement.
- The POC will manage the requests for staffing and any issues identified by county (personnel or other). - contractor will notify county in writing within 1 business day if the POC changes.
- Respond to county’s requests for staffing within 72 hours.
- Monitor the performance of its assigned staff on a regular basis.
- Contractor will facilitate a monthly meeting with county to discuss assigned staff’s performance and progress towards project completion as outlined in the contingent staff request form
- Provide weekly to semi-monthly time tracking and employment reporting for contingent staff as requested by county.
- Respond within four (4) hours for any county notification/request to replace contingent staff
- Contractor will work with county to identify a plan, to include a timeline, for resolving any contingent staff personnel issues identified by county.
- Protect county from co-employment claims by keeping all contingent staff data and records separate from county systems and records.
- Provide staff that are available to work regularly onsite.
- This orientation will cover, at a minimum, the working hours, location, county contact number, parking information, appropriate attire, and any other county requirements or obligations.
- Be responsible for all terms and conditions of employment for contingent staffing, including but not limited to hiring, firing, and discipline.
- Ensure contingent staff returns any county issued identification badges, or county issued equipment prior to or at the end of the assignment.
- Monitor the quality of services and performance of contingency staff and provide regular performance reports to county.
- Provide related staffing services as agreed to by both parties in writing.
- Application developer:

• Collaborate with agency customers, staff, colleagues, and other stakeholders to gather and document customer requirements, assess impact to other data and systems, consider available technologies, compare costs and benefits.
• Design and develop front-end website architecture, user interactions on web pages, backend website applications, and servers/databases for functionality.
• Ensuring responsiveness of applications.

• Prepare design specifications, functional documentations, and application user guide for the assigned application projects.
• Modify software applications to fix errors, improve performance, adapt to business changes, and/or upgrade interfaces.

- Software engineer

• Basic knowledge of software development lifecycle (SDLC) and version control systems.
• Ability to design intuitive and user-friendly interfaces from an end to end with a focus on the user experience.
• Experience with microsoft azure cloud services (preferred), amazon web services, oracle cloud, and/or google cloud platform.
• Desirable to have experience in Gitlab, OAuth, and Elasticsearch.

- IT help desk technician
• Serve as the first point of contact for customers seeking technical assistance over the phone, email, or in person.
• Troubleshoot, diagnose, and resolve technical hardware and/or software issues.
• Competency in providing technical support in MS operating systems, active directory, microsoft office 365 applications, workday, etc.
• Experience in providing desktop support including network connectivity and protocols, VPN, application installation, firmware updates, computer settings, browser configuration, etc.
• Remote support knowledge in Zscalar, Global Protect, falcon, or equivalent.
• Working knowledge of identity management solutions such as okta and ForgeRock.
• remote management & monitoring (RMM) software experience preferred.
• Manage help desk tickets in a timely manner.
• Provide quick resolution and excellent customer service.
• Follow up with customers to ensure issues has been resolved.
• Redirect unresolved issues to the next level of support personnel.
• Keep record of service requests and incidents, and their resolution, in our ticketing system (footprints).
• Maintain technical documentation on installation of software, configuration of hardware and problem troubleshooting.
- Application support analyst
• Basic knowledge of programming languages such as c#, java, go, python, C++, JavaScript, typescript (ReactJS), swift, Kotlin, html, CSS, and JavaScript frameworks.
• Familiarity with database technologies like MySQL, PostgreSQL, and web application/server-side frameworks such as asp.net, next.js, node.js, .net, .net framework, etc.
• Understanding of database management systems for storing and retrieving data including SQL, microsoft SQL developer, oracle SQL developer, API, Kubernetes, etc.
• Interpret application logs to diagnose issues.
• Experience with ticket management systems such as service now.
• Respond to technical problems that occur abruptly and require immediate solutions.
• Document long-term changes and short-term changes implemented.
• Direct a team of software developers with any application enhancements and/or day-to-day maintenance.
• Assess customer complaints, inquiries, or problems reported via a variety of channels, such as but not limited to, email, phone, chat, ticket, and more.
• Ensure that client systems are fully operational, and any loss of service is restored in a timely and efficient manner.

• 4+ years of proven experience managing it projects and leading teams.
• Plan, organize, and monitor projects for the completion of procedural, infrastructure and/or software development to meet project specifications.

• Manage, support and direct project teams.

• Configure and set up of the microsoft power bi reporting environment including workspace, gateway and scheduling.
