The vendor is required to provide that american sign language services deaf-blind, and a real time captioner (RTC) services.
- services shall be determined on an as needed basis by department and performed either onsite or remotely.
- The non-emergency services shall be provided during normal working hours and outside normal working hours, including holidays and weekends. dates and times to be mutually agreed upon between the department contract manager and contractor.
- Provide a cancellation notice no later than one business day to the contractor prior to the start of service
- American sign language (asl) interpreting:
• ASL is a language that uses hand signs, facial expressions, and body postures to communicate ideas
• ASL is a rich, complex language on par with spoken languages, and employs rules of phonology, syntax, morphology, etc.
• Manual/visual modes of communication, where spoken languages rely on the oral/aural modes of communication.
- Deaf-blind interpreting:
• Sign language at close visual range and/or within a limited visual space
• Sign language at a great visual range to accommodate those individuals with limited peripheral vision
• Sign language received at close visual range with the use of tracking [hand(s) is/are placed on the interpreter’s wrists/forearms for the receiver to maintain signs within their visual range
• Sign language received by sense of touch with one or two hands (tactile)
• Fingerspelling received by sense of touch (tactile)
• Sign supported speech
- Real-time captioning (RTC):
• Spoken language is translated instantaneously into text and displayed in various forms such as on a computer, monitor, projector, etc.
- All interpreters shall possess the following:
• Current and valid certification from the registry of interpreters for the deaf (rid) at the level of certificate of interpretation (CL), certificate of transliteration (CT), or ci and CT (certificate of interpretation and certificate of transliteration) or
• Current and valid membership with the national association of the deaf (NAD) at the level of generalist (iii), Advanced, or master
• Sign language interpreter(s) must be proficient in both interpreting the spoken english to asl and asl to spoken english.
• Providers assigned to provide the services requested must provide for their own transportation, equipment, and meals.
• The interpreters and RTC providers must arrive at the location with enough time to clear building security protocols and set up equipment to begin services at the time requested.
- RTC providers shall:
• Provide and set up their own equipment prior to the time scheduled;
• Provide a viewing screen of at least 15 inches; and
• Provide the contract manager with an electronic written transcript of the RTC service provided within five (5) working days following the RTC services.
