The vendor is required to provide for annual security services for the board headquarters branch.
- Provide security services for both employees and patrons of the library district to work and do business.
- This includes the interior and exterior of the library properties.
- The security guard service provider shall not exceed and will not be paid for hours exceeding sixty and one half (60.5) hours per week, without prior approval by the county facilities director.
- The district reserves the right to modify these hours during the life of this contract.
- Thirty-minute non-paid lunch each day and thirty-minute non-paid dinner breaks Monday through Thursday.
- A thirty-minute, non-paid lunch break for Friday and Saturday.
- The bond shall provide fidelity coverage for employee theft and to cover any equipment damaged caused by the security contractor's employees.
- The security guard must be able to monitor the security systems.
- Security guard must be responsible for the keys to the headquarters library; if the keys are lost it will be the responsibility of the security service provider, at their expense, to re-key all library buildings.
- The security guard must perform security functions with disruptive persons, must clear persons form the building and inspect windows and doors for building shutdown.
- The security contractor shall provide one supervisor for the library district operation
- This supervisor must be available on demand to handle situations or problems created by the security guard on duty.
- This supervisor must also provide back up for the security guard on duty.
- The security contractor should provide a training center for continuous training of employees.
- Security functions
a. Monitor security cameras:
• This function consists of watching the different camera stations within and outside the building.
• Areas of greatest attention should be given to interior hallways and exteriors entryways.
• If suspicious activities are noted, first tell the staff at the circulation desk where you are going and then go investigates the activity.
b. Building walks through:
• The walk through will consist of observation of window closures, review of concealed areas, listing of any safety hazards, patron's inappropriate use of library facilities (such as sleeping and suspicious activities) and the security of all doors in patron restricted areas.
c. Exterior premise check:
• This check should include checking parking area for parking violations (please leave a note on cars parked improperly), check all concealed areas, check for possible safety hazards, look for inappropriate use of the library facilities (such as sleeping and suspicious activities), check all exterior doors in patron restricted areas.
d. The library district shall provide a cell phone for the security officer assigned to the headquarters library.
• The security officer shall respond to any calls as soon as possible.
• Anytime the security gate alarm goes off in the lobby and the security officer hears that alarm, the security officer shall step to the circulation desk area and offer support to staff.
e. During working hours the following is/are not allowed:
• Personal phone calls or personal visits (emergencies must be documented).
• Talking with staff or patrons about anything that is not related to the security of the building.
• Use of library equipment that is not related to the security of the building.
• More than one fifteen-minute break per work shift.
• Variance from the schedule as outlined below.
• Eating in the security alcove or other public areas.
• Lunch and dinner breaks are non-paid breaks and must be taken during each shift.
• Lunch and dinner breaks can be taken in the staff lounge.
