RFP Description

The vendor is required to provide a business development organization (BDO) to manage and deliver the business support services program.
- Program management:
• Program delivery services, program management, administration, and daily operations management
• Technical services management: monthly program reports, program expenditure tracking, a monthly invoice with demographics, intake assessments, monitoring of business and work capabilities, and individual firm expenditures
• Consultant coordination: providing technical services and business development through classroom and one-on-one counseling
- Accounting practices:
• Bookkeeping
• Understanding state’s indirect cost rate
• Federal acquisition rules
• Pricing
• Audit preparation, tax advice, reporting
• Best practices
• Safe harbor program
• Administering certified payroll
• Other services include a schedule of values, lien insurance, intent to pay prevailing wages, sales tax requirements, payment terms, billing for materials on hand, and deposits
- Marketing and sales advisement, business development, and operations management:
• Marketing to prime contractors
• Business development, including business plan development, general business assistance, and capabilities statements
• Managing workflow & operations, including understanding the logistics of “people power,” materials movement, and managing operations
- The business support services program includes the following elements:
• Preparing bid responses, submitting bids, and submitting a scope
• Scheduling and understanding requirements from higher-tier contractors
• Change orders, understanding, properly documenting, and implementing change orders
• Prompt pay, filing a statement of intent, a record of materials, and certified payrolls
• Prompt pay, filing a statement of intent, a record of materials, and certified payrolls
• Bonding, understanding requirements, and application assistance
• Understanding contracts, contracting disputes, and legal consultations.
