RFP Description

The Vendor is required to provide communication consultation services for the development of a strategic communications plan and implementation plan (“the plan”).

- Itself on how that prosperity fosters its commitment to protecting and enhancing the health, safety, welfare and natural resources of the community.
- Services include:
• Strategic communications plan and implementation plan: develop a comprehensive plan that will serve as a roadmap for how communication activities and public education campaigns supporting the needs of children prenatal to age 5 and their families in county, will be developed, implemented and measured.
• Stakeholder engagement: conduct meetings with agency staff, commissioners, stakeholders, and community members in both individual and group settings. This includes meeting facilitation and delivering presentations as needed.
• DEIB integration: ensure that diversity, equity, inclusion, and belonging (DEIB) principles are embedded throughout all communications strategies and materials.
• Executive director and commissioner support: advise and provide recommendations to the executive director and commissioners on their role as ambassadors, supporting the successful implementation of communications initiatives. This may include advising on crisis communications.
• Commissioner support: advise and provide recommendations to commissioners on their role as ambassadors, supporting the successful implementation of communications initiatives.
• Brand strategy: recommend updates or new strategies for the existing brand identity and style guide to ensure consistency across internal and external communications.
• Key message development: crafting key messages, framing, and persuasive strategies that will resonate with diverse target audiences, including those in support of, against, and unaware of the efforts of agency 
• Content development: create or provide templates for program and outreach materials, including PowerPoint presentations, reports, and impact story templates that align with the brand identity and style guide.
• Strategic mapping: formulate recommendations for integrating communications activities across current and future programs and priority areas.
• Website refresh and maintenance: refresh the existing WordPress-based website to meet current ADA web content accessibility guidelines (WCAG), enhance mobile usability, streamline navigation, and deliver a modern, visually appealing user experience.
• Digital & social media strategy: develop and implement strategies to increase social media impact and grow an engaged follower base, building on agency digital analytics performance, which exceeds industry standards.
• Multimedia & storytelling: recommend content strategies that include print, photography, video, audio, graphics, and success stories from parents, grantees, and service providers.
• Media relations: recommend and implement earned and paid media strategies, assist with press releases, and support traditional media outreach.
• Technology & innovation: recommend innovative technologies that can enhance communications and outreach efforts.
• Analytics & reporting: establish specific measurable achievable relevant (smart) goals for communications strategies. Compile, analyze, and synthesize data from the website and social media platforms to inform ongoing strategy.
• Multilingual accessibility: ensure the website, social media, and other assets supports Spanish and simplified Chinese translations to increase accessibility and engagement.
• Campaign design: design and implement at least one comprehensive communications campaign.
• Community engagement incentives: develop mechanisms to incentivize parent and stakeholder engagement.
• Advisory support: provide guidance on additional relevant, effective, and/or innovative communications tools and resources as needed.
