The vendor is required to provide video production firms to serve on an on-call project assignment basis to produce informational, educational and promotional videos and produce special video projects.
- Video production service providers who have the skilled personnel and adequate resources available to complete quality high-definition (HD) projects and the capability to perform the tasks.
- Occasional needs to videotape elements of transit operations, construction project progress, agency activities, meetings and special events.
- Some of these video opportunities can be planned days or weeks in advance, but others may occur with very little advance notice.
- Other video projects are for educational, informational or promotional purposes.
- Expected length of the videos are 1, 2, 3, 5 and 7-10 minutes.
- There may be need for 10- to 15-second spots for social media posts taken/edited from the full-length video.
- The videos will be used on district social media platforms, featured on district website, including on news stop, district digital newsroom, and may be shared with broadcast outlets.
- On-call – pre-production
• Assist in the development of the video project including but not limited to purpose, goals, concepts, storyboarding, ideas for footage, interviewees, music, sound effects, graphics, locations, etc.
• Ensure the videographer assigned to the project understands deliverables, is safety certified, if necessary, knows times and locations for video shoots, has all necessary equipment, and wears proper attire including personal protective equipment (PPE) when necessary.
• Develop timelines/schedules for completing video projects.
• Write video scripts, if necessary, and run through review process with district staff.
• Arrive prior to video event to allow ample time to set up and get familiar with the site, interviewees, etc.
- On-call – production
• Capture a variety of video of the project, activity or event, using creative angles and filming techniques as appropriate.
• Capture clear, quality sound.
• Ensure the visual background is appropriate.
• Ensure lighting is appropriate to produce quality video, using lighting equipment, if necessary.
• Provide aerial photography/videography, if necessary.
• Provide teleprompter as necessary.
• Provide video editing.
• Build graphics and animation.
• Arrange/capture voice-over recordings.
• Produce videos in additional languages beyond English as directed by district staff.
• Provide closed caption translation and transcript.
• Produce videos with audio descriptions as directed by district staff.
• Produce time-lapse videos.
• Ensure video and sound are clear in the draft and final cuts.
• Source/provide background music, including options for district staff to select from.
• Source/provide voice-over options for district staff to select from.
- On-call – post-production
• Produce digital copies in formats as requested (DVD, flash drive, file transfer, external hard drive or other means) for distribution.
• Store finished and draft video files for future use.
• Provide/upload file video to district and its partners in usable formats as requested.
• Provide closed caption translation and transcript.
• Turn over file video to district on external hard drive when requested.
- Special projects
• Needs for one-off video projects with a particular focus that require high-production value including high-quality videography, lighting and sound.
• These projects will vary in length of finished product and can range from simple with minimal production to elaborate with extensive production.
- Special project – pre-production
• Assist in the development of the video project including but not limited to purpose, goals, concepts, storyboarding, ideas for footage, interviewees, music, sound effects, graphics, locations, etc.
• Ensure the videographer(s) assigned to the project understands deliverables, is safety certified, if necessary, knows times and locations for video shoots, has all necessary equipment, and wears proper attire including personal protective equipment (PPE) when necessary.
