The vendor is required to provide to establish on-call pre-award, in-plant inspections and post-deliver buy America audits for future procurements of transit rolling stock used in revenue service, to include new buses, cutaways, vans and cars.
- Buy America pre-award audit
• All components and sub-components identified by the manufacturer of the parts, their country of origin, percentages, and costs
• The location of the final assembly point for rolling stock, including a description of the activities that will take place at the final assembly point and proposed cost of the final assembly
- Buy America post-delivery audit
• All final components and sub-components identified by the manufacturer of the parts, their country of origin, and costs
• Accurate records of all vehicle assembly and construction activities
• Address how the construction and operation of the vehicle fulfills the contract specifications
• Visually inspect and road test the delivered vehicles 
• Certification: any necessary discussion about the vehicle and its compliance details, including a table of major components and subcomponents with percentages.
• Inspection: any discussion of visual inspections performed during production to include inspector’s notes and discrepancies found.
• Manufacturer/supplier buy America certification with complete vehicle parts listings and compliance percentages
• Verify proper installation, adjustment, and alignment of chassis components to include axles, engines and transmissions, steering gear and column, slack adjusters, belt tensions, cooling systems, and suspension components
• Verify proper routing and installation of all air, oil, fuel, and coolant lines including proper mounting and securement of those lines, and ensure they are protected from abrasion, sharp edges, and pinch points
• Verify proper assembly and attachment of all body components 
• Visually identify and confirm repairs of any air and/or fluid leaks.
