RFP Description

The Vendor is required to provide career and employment services and workforce development for persons with disabilities: county and area.
- Assessment
• Clearly describe the intake and assessment process.
• Any assessment tools that may be utilized.
- Employment readiness assessment
• Demonstrate how the assessment will be used to determine the most appropriate services for the client.
• Include rationale supporting why an individual is eligible for WD.
- Workforce development
• Present an understanding of the suite of services available.
• Include projected client volumes and rationale.
• Demonstrate an understanding of employment barriers and the skills needed to overcome these, including the development of life skills.
• Include a strategy to maximize employment outcomes upon completion.
- Employment development activities
• Client volumes and rationale.
• Detailed description of services that will be offered, how they will be offered, etc.
• Description of workshop topics, frequency and type of delivery.
- Work exposure (paid work exposure)
• Client volumes and rationale.
• Detailed description of services that will be offered, how they will be offered; etc.
• Work plan that describes how the work exposure contract will be negotiated with the employer (including length of time, wage and required documentation).
• Description of how proponent will find employers who will be willing to hire clients, including strategies for job matching methods and/or services.
• Reporting of work exposure and tracking in the province’s client databases.
- Work maintenance and support
• Client volumes and rationale.
• Detailed description of services that will be offered, how they will be offered, etc.
• The monitoring plan will be developed and onsite interviews will be conducted (including frequency, evaluation and documentation utilized).
• Employer and/or employee mediation will be accomplished.
- Workforce development exposure courses
• Provision and types of exposure courses including how they will be coordinated.
• Reporting of WD-exposure courses and tracking in the province’s client databases.
• Recording and invoicing for cost recovery payment of paid WD-exposure courses.
- Workforce development employment supports
• Provision and types of employment supports including how they will be coordinated.
• Reporting of WD-employment supports and tracking in the province’s client databases.
• Recording and invoicing for cost recovery payment of paid WD-exposure courses.
- Disability related employment support- on-the-job-supports
• Client volumes and rational.
• Detailed description of services that will be offered, how they will be offered; etc.
• These services will be monitored to ensure successful client transition to independent employment.
-   Service navigation
• Demonstrating how staff will build trusting relationships to fully understand the job seekers challenges and refer them to services they require.
• Demonstrate how job seekers participation will be engaged and their attachment to the program will be maintained.  
• Demonstrate a strong understanding of local community resources and networks that help individuals overcome barriers and move them towards sustainable employment.
- Mental health supports
• Demonstrate how mental health supports will be incorporated into programming.
• Describe all aspects, activities and levels of mental health supports to be provided and how this will lead to enhanced employability for clients.
-   Employer services
• Employer services will incentivize co-investment and activation from employers and how these services will benefit employers by solving recruitment, retention, and skill gap challenges while also reducing labor market friction.
- Individual plan
• The individual plan will be conducted.
• Individual plan development activities, including the process for regular and collaborative review.
• Individual plan monitoring, management and tracking in the province’s client databases.
• The conclusion of the individual plan and the process for individual plan completion.
- Service management
• Clearly describe service management activities, including the process for regular and collaborative review of individual’s progress, job retention supports and how issues will be identified and resolved.
• Service management recording and tracking in the province’s client databases.
• The outcome and process of service management completion, including a clear description of program completion.
- Outcomes and reporting
• Plan to proactively support and mentor clients to secure sustainable employment to achieve the expected outcomes and how clients will be supported for job retention through to their 90-day follow up.
• Client outcomes, including how outcomes are determined and reported.
• All aspects of the service delivery, including a client flow chart that indicates how clients will move throughout the service from point of entry to exit.
• The proponent will determine the client selection criteria (to ensure that only eligible clients are accepted into the program), and an approach for referral to other community supports and/or referral back for non-eligible clients.
• Service that is unique in serving the needs of PWD, including those with diverse backgrounds. Include any additional innovative service elements that will meet the need of the client group and rationale for providing these services.
• Service delivery model to provide primarily in-person service delivery, including information technology that supports virtual service delivery if required.
