RFP Description

The Vendor is required to provide a compensation review to ensure that the compensation approach for out-of-scope staff is reflective of what other police services and public safety organizations use across state.
- Services include:
• A recommendation on the appropriate current compensation levels for out-of-scope staff, given their job duties and responsibilities, and based on what other staff with comparable job descriptions and responsibilities are compensated in other relevant police agencies and public safety organizations.
• The required output from this work would be a recommended city police service out-of-scope salary grid.
• Evaluation of, and recommendations related to, pay compression issues between out of scope employees generally, and out-of-scope managers and in-scope staff who report to them, including how those issues should be addressed going forward.
• A recommendation on if, and how, private sector compensation should be used as a factor when looking at out of scope compensation levels in a municipal policing agency.
• This work will include consideration of other labor market compensation factors specific to city and the surrounding area.
• A recommendation based on best practices, on whether the compensation adjustments, if any, from the review should be applied retroactively.
• A recommendation on how out-of-scope annual cost-of-living adjustments should be determined going forward.
• Provision of an updated out-of-scope compensation policy.
• A review of benefits, unrelated to salary, will be considered in a review of the total compensation for out-of-scope positions.
• Benefits, unrelated to salary, would include scheduled days off, paid breaks, and vacation allocations.
- Work will be performed on-site and in person, as required.
