The vendor is required to provide support for the excel-based wastewater financial model, modified and updated by Carole in task directives 3, 51, and 21. 
- Support is needed to assist FMD staff in providing more timely and comprehensive financial analysis and reporting, more robust policy recommendations, provide financial modeling support, and help to maintain knowledge retention during times of staff turnover.
- Task 1: rate model troubleshooting and model modifications
• Consolidate inputs to fewer tabs.
• Include historical information for comparison and model calibration
• Maintain a tracking tab or change log to track information sources, updated items, assumptions, etc. 
• Include extra rows or columns in tables as necessary so that items can be easily added in the future. 
• Update and modify worksheets that tie into tables used for financial reporting, and confirm functionality. 
• Other modifications and refinements identified through coordination with agency to confirm the overall model maintains its full functionality.
- Task 2: model user guide
• Update the model user guide that details the model’s inputs, calculations, and outputs and explains the flow of information and functionality, and include or edit pictures and screenshots as directed by agency. 
• Update the description of each tab, its functions, and any key inputs or outputs that it contains. 
• Lastly, update the instructions to perform a typical model update, including updating with actual or budgeted revenues and expenses, fund balances, capital spending, debt service, bond issuance, etc.
- Task 3: model training
• Conduct training with agency staff provide a walkthrough of the model functionality and the model updating process and answer any questions raised by agency staff. 
• The training will be on an as-needed basis with agency staff and be conducted via virtual meetings.
