RFP Description

The vendor is required to provide comprehensive services as a strategic partner in a transformative project.
- Consultant will be responsible for the following key areas:
a. Market analysis
• Demographic analysis, including trends and projections
• Local and regional economic trends:
1. Employment trends
2. Relevant infrastructure and services.
3. Relevant real estate market conditions.
• Review and research subject property.
• Complete evaluation for business/services which are not represented in the market area, but there may be a market for.
• Look at comparable industry trends and research market area to identify existing and planned construction and developments.
• Analysis of current and future market conditions.
• Consumer behavior, preferences, and purchasing patterns.
• Identify potential market strengths and weaknesses of the property.
• Consider the surrounding properties and businesses and how they would interact with the potential property development strategies.
• Assess local and regional market to understand supply and demand of various real estate uses.
• Identification and pros/cons of public private partnership opportunities.
• Recommendations on how to effectively market the property to achieve the desired developments.
• Any other recommended strategies or information to help facilitate realistic options for the future development of the property.
b. Site feasibility and environmental due diligence:
• Conducting a site analysis to evaluate constraints and opportunities.
• Review of available due diligence documents including, but not limited to, title, survey, wetlands, wetland mitigation, topographic maps, traffic and access, & environmental studies.
• Reviewing zoning, infrastructure, and other environmental considerations.
• Identifying development options that align with community needs and market demand.
• Any other recommended strategies or information to help facilitate realistic options for the future development of the property
c. Community engagement & stakeholder input:
• The consultant will be responsible to use information from the market analysis to conduct several community engagement sessions which will assist the township in decision making regarding the development of the site.
• The township will be seeking a community engagement strategy which utilizes multiple forms of outreach including the following:
o Designing and facilitating community meetings, surveys, and public workshops.
o Preparing visual aids and other supporting materials for the facilitation of information.
o Engaging local residents, businesses, developers, and other stakeholders to gather input.
• The township has adopted a public participation plan which outlines various options for community engagement.
• The consultant will be expected to design & implement a community engagement strategy as well as summarize the feedback received and integrate it into the final deliverables.
• It is anticipated that the feedback received from this engagement will significantly influence the township’s decision regarding development of the property.
d. Conceptual development plan:
• Creating a conceptual site plan depicting proposed development areas, projected parcel boundaries, potential street layouts, public open space, and other site features as directed.
• Creating graphics, depicting photographs, or other methods of highlighting visual examples of the types of development we are looking for.
• These graphics can include potential building typologies, density, parking, green spaces, and amenities as directed.
• Providing recommendations for zoning modifications or incentives to support the project.
• Any other recommended strategies or information to help facilitate realistic options for the future development of the property.
e. Final deliverables:
• An executive summary.
• A summary and findings of the market analysis component.
• A summary and findings of the site feasibility/due diligence component.
• A summary and findings of the community engagement component.
• Recommendations for development types and uses which align with market demand and community engagement findings.
• The identification of potential funding sources, partnerships, and regulatory considerations.
• Developed visuals and conceptual development plan for the property.
• Any other recommended strategies or information to as recommended by the consultant.
