RFP Description

The vendor is required to provide consulting services for a driver licensing system modernization project for include:
- Project planning and management
a. Project management tools and templates:
• The consultant must provide a central platform to track tasks and milestones for project components, and a central repository of related documents including status reports and meeting notes
b. Project schedule:
• The consultant is responsible for developing a project schedule.
c. Kickoff and planning meetings:
• The consultant is responsible for conducting a kickoff meeting, either on site or online, to engage project stakeholders and review the scope, approach, and goals of the project.
d. Ongoing status reports:
• The consultant will provide regular status reports for the project components.
- Existing system assessment
a. Application inventory:
• An analysis of existing department applications including their purpose, use, technology stack, and risk, and other assessments regarding the status of the application.
b. Infrastructure inventory:
• A comprehensive inventory of the infrastructure that supports the operations of department.
• The inventory will include useful life and replacement costs.
• This inventory is intended to provide the department leadership team the comprehensive portfolio of existing infrastructure
- Strategic vision for future system(s)
a. User-group vision documents:
• User-group specific vision materials prepared in conjunction with user-group strategic vision sessions
b. Comprehensive strategic vision:
• A comprehensive and unified vision for the future technology needs of the department system(s) as identified by the department leadership team and user groups.
- Future process architecture and gap analysis
a. Future process architecture:
• Consultant will develop a future process architecture to illustrate process and technical needs of the new system(s) and describe the subsystems that comprise the greater system(s).
• The future process architecture should include the specific existing applications and technologies in use for each subsystem described.
b. Gap analysis:
• Consultant will perform a gap analysis to identify required future functionality, current system capabilities to meet future functionality, and enhancement opportunities for current systems.
- Strategic plan and business case
a. Cost benefit analysis:
• Consultant will develop a cost benefit analysis addressing the related costs and benefits that department should anticipate as a result of the modernization project and system(s) implementation.
b. Business case:
• Consultant will prepare a business case report to detail and summarize the compelling business interests that may exist in favor of the system modernization project.
• The business case may include cost savings of automated processes, increased data security, or any other compelling operational improvements.
c. Strategic plan for modernization:
• Consultant will develop a final report and strategic plan with sufficient detail for any necessary stakeholder audiences identified by the department leadership team.
- Business process analysis
a. process improvement targets:
• A critical analysis of existing business processes that are identified as areas for improvement, supported by the proposed and agreed upon objectives.
- System requirements inventory
a. Inventory of system requirements:
• The consultant will develop a complete inventory of the technical and operational requirements of the new system(s).
b. Process implementation management plan:
• The consultant will develop an implementation plan for the new business processes outlined in the functional and technical requirements to facilitate any necessary transitions.
- Organizational change management
• Consultant will work with the department leadership team and internal user groups to identify any challenges or barriers to successful change management for the project.
• Stakeholder engagement of the various user groups at this stage is vital to ensure that user groups develop project ownership for the successful sustained use of the processes and system(s) that comprise the modernization project.
- Data analysis, preparation, & conversion
a. Meta data repository:
• A repository of meta data organized at levels to be proposed by the vendor.
b. Data quality assessment:
• A global view of available data sources, anticipated and actual data issues or errors, and any remediation strategies for data issues.
c. Data strategy:
• A comprehensive plan that outlines the necessary steps to match the data sources, identifies any data conversion necessary, and any necessary remediation.
d. Data conversion plan:
• The data conversion plan will mobilize the previously developed information and create a work plan for the actual conversion work and steps necessary for completion.
