RFP Description

The vendor is required to provide to design, develop, and implement a CRM-integrated job portal tailored to the country region for the agency initiative.
- The platform will connect local job seekers and employers through an intuitive, data-driven system, with core functionalities including job search and filtering, automated job matching, employer job posting, candidate storytelling features, and AI-powered resume parsing and job recommendations.
- The one-stop-shop portal is envisioned as a three-part value-added CRM system to include:
• A ‘workforce department system interface’ that will collect data, track program success, and manage employer contacts, program participants, associated programs, and job availability;
• An ‘employer interface’ that gives employers the flexibility to post available jobs, research resumes based on skills needed, and directly reach out to job seekers on the platform;
• A ‘transitioning soldier/spouse/veteran interface’ giving participants the opportunity to reach out for agency staff assistance, search for available jobs in the defined region, and connect with employers.
- Job search functionality
• The platform shall enable users to conduct simple and efficient job searches, allowing filtering by location (with a specific focus on country counties), industry, and individual qualifications.
- Job matching capabilities
• A streamlined and automated matching engine to connect job seekers with relevant job opportunities based on skills, experience, and preferences.
- Employer job posting
• Employers shall have the ability to create, manage, and post job listings with minimal friction, including the ability to include job descriptions, required qualifications, and location details.
- Candidate storytelling features
• The system should offer job seekers an opportunity to present themselves beyond the resume through multimedia profiles, personal statements, or video submissions highlighting passions, goals, and career aspirations.
- Skills & qualifications matching
• The platform must include functionality to assess alignment between a candidate’s skill set and the qualifications listed in job postings, allowing for more accurate recommendations.
- Artificial intelligence (AI) integration
• The system should incorporate AI-powered tools to enhance resume parsing, job matching, skill identification, and personalized job recommendations for both employers and job seekers.
- Resume and profile access for employers
• Employers and recruiters must have access to candidate profiles, including uploaded resumes, skill sets, work history, and direct contact information.
- Filterable skill sets
• Both job seekers and employers should be able to filter opportunities and candidates based on specific skill sets, certifications, or experience levels.
- Job market insights
• The system shall provide users with real time visibility into job trends and demand within the country, including metrics on available positions by sector and geography.
- Geographic preference tagging
• Candidates should have the ability to indicate their current location, willingness to relocate, or preference to work anywhere within the country region.
- Easy maintenance
• The platform should be easy to maintain data with functionality to manage expiring job opportunities and/or job seeker profiles.
- CRM
• The platform must have a CRM to be able to manage candidate and employer relationships and ensure the system is mobile-responsive, secure, and scalable.
