The vendor is required to provide a claims benefit management and processing solution to manage entire the lifecycle of a veterans’ benefits claim from a veteran’s initial contact with a veteran service officer or claims representative through final claim adjudication, including all related hearings and appeals.

- Contractor solution requirements
1. The contractor solution must be accessible from any computer with internet access, and must include the following features:
• The ability to record and track all aspects of veteran data, to include but not limited to:
o Personal identification data of the veteran and dependent(s),
o Current claim(s) status,
o Pending issues,
o Records requests,
o Ancillary benefits,
o Burial information,
o Financial assistance, and
o Payments.
• Data entry error protections that prevent incomplete or erroneous fields from being processed and transmitted to the department veterans benefit management system (VBMS).
• Electronic submission of claims into VBMS.
• Data recovery and recovery tracking.
• Encrypted email.
• Searchable title 38 of the cfr and the department m21-1mr manual.
• Combined ratings (with bi-lateral factor).
• Form generation.
• Electronic signatures.
• Scanned documents
• Expense report generator.
• Spell check.
• Communication and scheduling.
• Integrated resources to manage an individual calendar, office calendar, and scheduling.
• Searchable database(s).
• Role-based access control to restrict a user’s data reporting access to only that user’s department designated county or VSO while maintaining the department’s “super-user” access for data reporting from all counties and VSOs
2. The contractor solution must use the following:
• Transmission confidentiality and protection of information at rest.
• Assuring safeguards for personally identifiable information (PII) and protected health information (PHI).
• Strong username and password requirements.
• Username and passwords stored in the database as an md5 hash.
3. The software must provide this capability through a veterans’ smart phone or similar device.
4. Solution must be compatible with anticipated changes in department.
5. Provide the ability for the department to access, query, observe, compare, and collate all data entered by authorized users across the department, to include accredited veteran service officers and claims representatives working at the county level as authorized users.
6. Solution must allow the department to automatically generate standard reports from this data, both aggregated at the state level and articulated to the county level.
7. Solution must allow 24/7 access to organizations through multiple devices and platforms that can be accessed anywhere and at any time.
8. Solution must have advanced analytics and reporting capabilities that provide designated administrators and sub-administrators with actionable insights and performance metrics.
9. Solution must use industry-standard protocols and APIs to ensure compatibility with a wide range of existing systems and platforms.
