The vendor is required to provide professional assistance in planning, brokering, implementing and supporting county’s employee benefit programs.
• Health and welfare benefit programs, including design, monitoring, analysis, communications, requests for proposals, provider negotiations, etc.
• Retirement programs, including design, monitoring, analysis, communications, requests for proposals, provider negotiations, etc.;
• State and federal regulatory compliance;
• Health promotion and wellness plan design development, evaluation, and implementation.
• Detailed financial and utilization analytics to determine the value and success of programs in place.
- General requirements:
• Benefit plan monitoring, analysis, and design, including wellness plans, retirement benefits, life and disability plans, and voluntary benefit options.
• Operate as a strategic partner to formulate, develop and implement an annual and multi-year strategic plan for all benefits.
• Provide insights, updates, and guidance on state, federal, and local regulatory compliance including aca, HIPAA, secure 2.0, cafeteria plan, etc.
• Assist and/or lead, as necessary, benefit-plan provider and carrier negotiations.
• Assist with the planning, creation, and distribution of communication and education materials to employees regarding benefit plans.
• Assist with the design and development of requests for proposals (“RFPS”).
• Source and evaluate vendors and programs that may be beneficial to the county and present options to the county for consideration.
• Prepare summary and detailed analytics for use with the county benefit team, the county’s health care trust, and the board of county commissioners.
• Participate in meetings with the county health care trust, board of county commissioners, and annual open enrollment benefit fairs or related benefit events.
• Attend regular meetings, typically held virtually for convenience, with the HR and benefits team.
• Attend in-person all health care trust meetings, typically held quarterly and calendared as far in advance as possible for scheduling purposes.
• Attend meetings of the board of county commissioners as requested by the county, in-person or virtually as requested by the HR and benefits team.
• Attend in-person the county’s annual benefits fair, typically held for 2 – 3 days in august, prior to the county’s September open enrollment period.
• All travel costs are the responsibility of the vendor and should be contemplated in your cost proposal.
