The vendor is required to provide that to assist adult offenders who are currently incarcerated in jail/prison or previously incarcerated and are entering the workforce through targeted employment services.
- Include for service:
• Assessment & individualized service plan (ISP): the assessment process for each offender or parolee. provider shall establish relationships with all applicable department staff to obtain preliminary and acknowledged/established information such as the following:
• Department staff’s recommendations and/or sanctions
• Offender’s or parolee’s skill gaps
• Offender’s or parolee’s barriers to employability
• Offender’s or parolee’s need for referrals to the assigned case manager/parole officer for Treatment or services etc.
• The ISP shall:
- Include department recommendations and/or sanctions;
Include an offender’s or parolee’s payment plans for any court ordered items such as traffic fines, restitution, etc.
- Identify necessary referral(s) to the assigned case manager/parole officer for treatment or other services
- Identify training services to fill knowledge and skill gaps to employability;
- Interview notes and offender or parolee goals;
- Contain a definitive timeline for goal achievement, and intermediary steps to set a clear Continuum of an offender’s or parolee’s responsibilities; and
- Include a signed agreement with the offender or parolee pledging his/her willingness to accept services and implement the ISP
• Vocational training: A technical, vocational, trade or other training or skill enhancement program that assists the offender or parolee in progressing toward the offender’s or parolee’s career goal or increases employability in his/her current field.
- The vocational training phase, the offender or parolee shall be provided with assistance in locating and identifying specific skills training opportunities related to employment goals in the community.
the offender or parolee shall be informed how specific training would enhance their current skill set and advance them toward their eventual goal, any certification he/she may receive, and any additional employment the offender or parolee may qualify for with the increase in education.
- The offender or parolee is duly informed and opts to take vocational training, the provider shall assist the offender or parolee to enroll in a program of their choice. provider shall be reimbursed for tuition in support of this milestone.
• Employment and reentry support: individualized services should be prioritized to help an offender or parolee to successfully reenter society with adequate support structures, and is prepared to seek and maintain employment, as well as advance in a career.
- Training should be available to fill gaps in knowledge and skill base, and referrals to the assigned case manager/parole officer for treatment should be available.
- Another key to effective placement is the cultivation of employer relationships through job development activities.
- These activities may include the following:
• Gathering information regarding employment opportunities
• Participation in employer recruitment activities
• Determining employers’ personnel needs, and monitoring progress of placed individuals.
• Arranging job interviews for applicants as needed
• Analysis of performance of placed individuals for employer
• Employment services/training or assistance in making referral(s) to the assigned case
manager/parole officer for treatment.
• Provider shall arrange no less than one (1) hour of one-on-one time, which may be delivered in
either category: employment services/training:
- For one-on-one time, a detailed listing of services/training provided by the provider on the offender’s or parolee’s department shall be signed by the trainer and offender or parolee and submitted to department with the monthly invoice. documentation shall also be made in the offender’s or parolee’s file.
- For all individual/group services/training, program syllabi and documents such as attendance records taken at the beginning and end of classes shall be submitted to department with the monthly invoice. documentation shall also be made in the offender’s or parolee’s file.
- For referral(s) to assigned case manager/parole officer for treatment or other services, non-employment related counseling, certifications by provider substantiate offender or parolee participation shall be submitted to department with the monthly invoice. documentation shall also be made in the offender’s or parolee’s file
• Job placement: provider shall have in place, relationships that increase employer awareness of the advantages and drawbacks of hiring offenders or parolees, as well as outline clear expectations for supervision and job readiness.
- Provider shall also have established relationships that facilitate job placements of offenders or parolees. provider shall remain responsive to department staff and the employer.
- Offender’s or parolee’s personal and case-related information shall be kept confidential, subject to applicable regulations.
- Requirements:
• Continued collection of relevant documents and updated case notes should be completed and
kept in each offender or parolee file.
• Employment summary, obtained from documentation provided by the offender or parolee or
employer which includes the following information: name of employer, job title, employment
start date, hours/week, and hourly rate.
• Job maintenance/re-assessment: provider shall keep in regular contact with employers, offenders or parolees, and supervisory staff.
- Provider shall collect information from each contact regarding current barriers to employment and advancement. barriers may include adjustment to work, career planning, substance abuse, money management/ economic independence, continued education, family violence, child care, health insurance, housing needs, court-ordered requirements and continued life skills training.
- Requirements:
• Case notes and/or other documentation of at least one (1) contact per month each between
the provider and the offender or parolee, the employer, and supervisory staff; and
• Updated assessment plan; and
• Copy of paycheck; or
• Employment verification signed by employer or employer representative; or
• Written confirmation from the assigned case manager or parole
officer/supervisor
