RFP Description

The vendor is required to provide to assist in developing a strategic plan which includes evaluating and assessing the needs of the current program, develop an achievable plan of action for growth and positioning in relations to emerging regulations and technological advances, and creating a vision of a multi-functional wet-lab facility with partnerships in the life-science industry.
- Include for services:
1. Regulatory trends & needs assessment
• Identify emerging environmental regulations impacting municipal governments.
• Assess the town’s existing environmental policies and compliance performance.
• Conduct a gap analysis to determine areas needing improvement or enhancement to become a self-sustaining program insulated from uncertain shifts in federal funding policies.
• Identify strengths, weaknesses, opportunities, and threats (swot analysis).
• Identify similar municipality programs and evaluate the effectiveness of their performance.
• Recommend improvements to enhance program efficiency, effectiveness and public relations.
2. Goal setting & future strategy development enhancing enforcement, testing, & monitoring
• Establish attainable short-term (5-year) and long-term (25-year) goals for the program.
• Develop strategic recommendations to guide the future of the environmental program to achieving these goals.
• Recommend budgetary projections, long term cost benefit analysis comparing current expenses to possible cost savings in the future, and opportunities for cost sharing and funding opportunities.
• Create benchmarks for tracking progress and program success.
• Identify achievable goals in having a municipal-own and operated versatile wet lab facility featuring a classroom area, shared collaboration space, and be an attractive secured area for startup businesses.
• Identify emerging trends in life-science recruitment pertaining to speculative wet lab spaces that serve as “soft landing” places.
• Understand the need for wet lab space in the city and identify how a life-science incubator will complement existing spaces and fill gaps in the economic development space.
• Provide environmentally progressive architectural and site visualizations with emphasis on sustainable development practices.
3. Strengthening partnerships & identifying opportunities
• Identify potential partners, including non-profits, academic institutions, and private-sector organizations.
• Create a framework for sustained community engagement and partnership development.
• Partnerships should be identified for both the environmental services program, as well as economic development organizations (EDOS) or other public agencies that can aid in bolstering the town’s economic development needs.
4. The vision of a showcased environmental and wet lab testing facility.
• The public relations & community engagement component
• Create a vision for the town environmental program through visuals of innovation using natural but progressive architectural elements while being in-keeping with the town-wide residential low country vernacular.
• these elements should utilize energy efficient practices resulting in a climate smart building that Reflects the town’s goal of being a leader in sustainability.
• Energize public interest through creative illustrations demonstrating a commitment to protection of natural resources and to foster technological advances with emerging industries.
• Create options for flex-space with the objective of having a self-sufficient des certified wet lab facility, classroom, educational opportunities to foster technological advances.
• Develop a standard operating procedure or framework that details the expectations and outcomes of better facilities through creative operational partnerships, investigation protocols, and enforcement capabilities to ensure regulatory compliance.
• Ability to create storyboards to lead into a social media promotional video.
• Enhance transparency and public involvement in environmental decision-making.
5. Deliverables
• Comprehensive environmental program assessment report – detail current conditions, regulatory trends, and needs assessment findings.
• Strategic plan, goal setting – outline immediate, short-term (5-year), and long-term (25 year) goals and objectives for environmental division. make recommendations for improving regulatory compliance and internal operational adjustments.
• The vision - render images of potential small to mid-size 2000 to 3000 square foot testing facilities and outdoor classroom to promote public engagement, awareness, and to showcase mount dedication to becoming a leading municipality in environmental protection and restoration.
• Partnership and engagement strategy – identify key stakeholders and collaboration opportunities.
• Public outreach plan – opportunities for improving community awareness and participation.
