The Vendor is required to provide to implement a fully operational ground transportation management system (“GTMS”).
- The system must identify, track, monitor, and provide data for the assessment of all activity and fees for all commercial vehicles (taxis, companies, shuttles, limousines, etc.)
- The system must also provide a solution for the automated dispatch of taxis to the terminal curbside, provide an automated payment solution, provide an automated application, registration and permit issuance system and provide real-time and historic data on demand.
- Must provide all labor, equipment, materials, hardware, software, installation, programming, development, and integration services necessary to deliver and install a fully functional GTMS.
- This system should meet the following requirements:
- Must be installed, fully tested and ready for go-live no later than August 1, 2025
- Must not include any physical vehicular restrictions such as gates, barriers, arms, etc.
- Must accurately identify, track, and monitor all commercial vehicle activity to include but not be limited to taxis, companies, shuttles, limousines etc.) And provide full reporting capabilities for the same to include both standardized and customizable reports
- Provide an automated queueing system for taxis with the capabilities to dispatch vehicles to designated locations based on parameters set by the Authority such as demand, availability and space
- Provide an automated payment solution, collect revenues and allow applicable rates to be completely configurable by the Authority to include options for monthly rates, per-trip fees etc.
- All system components must maintain PCI-DSS compliance at all times
- Provide user interfaces to access GTMS for both Authority staff and transportation company operators

- Provide real-time monitoring and tracking with desktop and mobile/curb-side access capabilities
- Provide both standardized and customizable real-time and historical data on demand
- Modify geographical tracking areas as the Authority’s layout changes (if applicable)
- Provide 24-hour technical support services as needed 7 days per week and 365 days per year
- Provide initial Authority staff training and ensure a successful launch of the GTMS
- Provide applicable software maintenance and updates for the GTMS platform during the tenure of the contract.
