RFP Description

The Vendor is required to provide in developing a comprehensive communications strategy that strengthens internal communication processes and external outreach to neighborhood groups and residents.
- The strategy will have a strong focus on user experience and digital engagement, helping the department increase its capacity to reach and collaborate with the community, and increase residents’ participation in civic initiatives.
- The outcome will be a strategic framework, tools, an updated website and training resources that are actionable and sustainable.
- Services include:
• To assess current communication practices and identify gaps and opportunities.
• To design an internal and external communications plan with a digital engagement focus.
• To improve internal coordination and cross-functional communication.
• To increase the department’s visibility and accessibility among neighborhood groups and residents.
• To build capacity for ongoing community-led communication and engagement.
• To develop and deliver practical training and tools for staff and community stakeholders.
• To improve the user experience and streamline the department's website content to align with the overall strategy.
1. Needs Assessment
• Gather stakeholder feedback (department staff, neighborhood leaders, residents).
• Review existing communication materials, channels, tools, and digital presence.
• Evaluate internal communication workflows and technology use.
• Assess current capacity for community engagement and communications.
• Produce a Needs Assessment Report outlining findings and recommendations.
2. Strategy Consulting for Communications Plan
• Develop internal and external communication goals aligned with department priorities.
• Outline core messages and narratives that resonate with target audiences.
• Identify and recommend tools and platforms for digital engagement (e.g., newsletters, social media, SMS, community portals).
• Include a digital content calendar framework and engagement benchmarks.
• Address multilingual and culturally responsive communication strategies.
• Final product: Communications Strategy Document (with executive summary, findings and implementation roadmap).
3. Digital Content Strategy and User Experience Design Consulting
• Audit current web content and structure.
• Develop a content strategy aligned with community needs and department goals.
• Recommend enhancements for accessibility and user experience.
• Create or revise home page and division pages
• Draft clear and engaging content.
• Provide digital content creation to support website updates
4. Community Outreach and Engagement Strategies
• Co-create engagement tactics with Department of Neighborhood’s divisions.
• Integrate participatory approaches (e.g., surveys, digital town halls, storytelling campaigns).
• Develop methods for feedback loops and community-driven content.
• Recommend metrics and tools for measuring impact and participation.
