RFP Description

The vendor is required to provide for security services at agency locations.
- The work to be performed by the contractor under these specifications shall consist of furnishing all material, labor, supervision, tools, supplies, uniforms, PPE, and other expenses necessary to provide for the titled project as outlined in section c and/or the bid table.
- The contractor must have all the tools necessary to perform its trade daily
- The security and protection of all materials, tools and equipment stored at any work location are the sole responsibility of the contractor.
- Only items listed on the bid table may be invoiced.
- All services and or supplies not specifically mentioned in this solicitation, which are necessary to provide the functional capabilities of the bid shall be included in the unit bid pricing.
- Provide all material and equipment usually furnished with such service, in accordance with industry standards
- All material and equipment furnished shall be new and in excellent condition
- General requirements:
a. Performance:
• Quality guarding service will be required, including full performance of all specified daily services on the first official working day of the contract period.
b. Emergencies:
• In case of an emergency condition requiring immediate attention, the guard shall be directed by the library management representative from their normal assigned duties to meet the condition.
• The guard that was diverted is no longer needed for the special work assignment; they shall be directed by the library representative to return to their normal assignment.
c. Property:
• The contractor shall be responsible for seeing that his employees do not disturb papers on desks, open desk draws or cabinets, or use telephones, and computers except as authorized.
d. Identification:
• The contractor shall insure that each employee has proper identification
e. Recording presence:
• Contractor shall require his employees to sign in and out in the guard desk book when reporting for the duty and when leaving at the end of the workday
- Library procedures and policies
a. Security guard conduct:
• While on duty you are not to read the newspaper, magazines, or books.
• Library telephones are for library business, if you have to make personal calls, please use your cell phone only during the designated break times.
• You are not permitted to use your personal cell phone for nonwork purposes (e.g., texting, reading personal email or Facebook, etc.) while on duty.
• Patrons, both youth and adults are permitted to use the circulation desk phone for short phone calls only.
• Monitor the security camera as needed, walk through the public areas, and parking lot especially at night.
• If you suspect a patron is doing something wrong like stealing books or materials, drinking, etc. call a library supervisor to let them know about your concern. confront the patron together if possible.
• If a situation occurs and you are not sure about what to do, speak with the supervisor in charge.
• While on duty keep the supervisor for that day informed of any concerns regarding a patron(s) behavior.
• You are a professional.
• Be courteous and polite.
b. On duty responsibilities:
• Any person sleeping or who is disorderly while in the library will be warned once, the second time they will be asked to leave the library.
• If anyone refuses to leave the building when asked to do so notify the supervisor and they will call the police.
• Liquor, drugs, weapons, pets, food, drinks, etc. are not allowed in the library at any time except service animals.
• Animals may also be used for therapeutic purposes.
• If you see anyone violating these rules or the library’s code of conduct at any time, tell them this is not allowed in the library and then report the incident to the immediate supervisor.
• The guard will report to the supervisor seven minutes before starting their shift
• The guard must enforce the visitor personal belongings guidelines policy to ensure a safe library environment.
• The guard is required to make a walk through the library public areas and bathrooms every hour or as requested by the immediate supervisor.
• The guard should occasionally walk outside of the perimeter of the library to check for security issues.
• Security cameras do not record activity in all areas of the library or parking lot, so a physical walk through is very important for keeping our library safe.
• The guard is to inform the supervisor prior to calling the police except in case of emergency.
• The guard may review the monitoring system to check an incident and then record the incident and report it to the branch manager and the library security supervisor.
c. Branch closing procedures:
• 15 minutes before closing, the security guard should walk around and let patrons, and groups know that the library will be closing.
• After the library closes the guard will secure all doors; make sure all patrons have left the building; check all bathrooms and program rooms etc. and check all doors again.
• The guard will then report back to the branch manager or supervisor in charge.
• The guard will then leave the building with the branch manager or supervisor and escort him and staff to their cars.
• The guard will be the last person to leave the library parking lot.
d. Security guard’s daily closing procedures
• The guard will stand by the front door as the patrons are leaving the building.
• After the last patron is out of the building the guard will lock the front door and handicap elevator.
• The guard will return the keys to the guard station and turn off the security monitors.
• The guard will then make a sweep of the public areas with the supervisor on duty
• After everyone has left the building, the guard will again check the front door, notify the janitorial person that building is secure and leave the building with the supervisor.
