The Vendor is required to provide market shaping team needs support in developing its market shaping strategy for 6.0 (MSS 6.0), which will go for guidance to the October PPC (29-30) and December board (3-4) in 2025 and for final approval in May/June 2026.
- In parallel to and following this, the team needs support to:
• Further detail out a couple of key elements that will underpin agency MSS for 6.0 and that the team did not have time and bandwidth to think through yet
• Start consolidating all the different elements of the strategy into one document and cohesive and holistic strategy
• Conduct various consultations needed
• Coordinate and monitor the progress against key milestones (PMO support).
- Conduct a comprehensive review of current procurement modalities and assess their alignment with agency procurement principles, including affordability, value for money, equity, security of supply, and market sustainability.
- This will include a critical examination of existing mechanisms such as procurement through UNICEF, regional pooled procurement, and country-led self-procurement arrangements.
- The analysis will evaluate the potential implications of alternative procurement approaches, including but not limited to:
• Procurement fragmentation and associated risks to price levels and market shaping outcomes
• Impacts on agency efficiency model and demand aggregation
• Transaction costs and operational complexity
• Supply resilience, program continuity, and equitable access
- Development of slides to support consultations and engagement on MSS 6.0, as needed based on other slides available.
