The Vendor is required to provide procure an online voting system to meet statutory and regulatory requirements.
- The secure online state-wide voting system must be designed for approximately 100,000 voters.
- The online voting system shall:
• Provide confidentiality and safeguard agency and individual teacher data;
• Provide one vote per person;
• Be capable of including pdf attachments on the ballot for each nominee;
• Allow voting 24 hours a day for a specified period;
• Accommodate and process approximately 100,000 eligible voters;
• Meet the uniform federal accessibility standards;
• Provide nomination forms to all eligible voters by august 1, 2025;
• Conduct the election during a period that runs from October 15th, 2025, through January 1, 2026;
• Tabulate accurate results by February 6, 2026;
• Provide voter authentication;
• Monitor the election results in real-time;
• Have a mechanism for users to resolve vote tabulation disputes;
• Be able to add and delete voters as individuals become eligible or ineligible;
• Be able to audit votes;
• Allow dial-in voting as well for those who cannot access the online platform;
• Offer voter notification services;
• Provide training to election administrators;
• Provide a user-friendly guide to voters;
• Provide multi-lingual ballots;
• Allow for second–round, and potential third round voting, in the case that more than 25 eligible candidates meet the qualifications to be placed on the ballot;
• Allow for a run-off election in the event of a tie.
