The vendor is required to provide from qualified vendors to design, develop, host, and maintain an independent online web portal separate from corporation current website.
- Initial development and deployment
• Develop and launch a user-friendly, centralized online portal to consolidate corporation incentives, permitting guidelines, and available land opportunities.
• Integrated GIS and mapping tools to showcase land availability for housing development, land currently in use as affordable housing, construction progress, current and future affordable housing projects, and show which entity is responsible for developing each parcel of land, with an option to add more metrics as needed.
• Implement data visualization features for a "dashboard" experience that shows clarity in incentive structures, zoning requirements, and approval processes, and financial data, with the option to add more metrics as needed.
• It should show corporation number of units goal and also a breakdown of how many units were constructed by year.
• Work with corporation to determine the frequency of data updates mentioned above, which will require regular updating.
• Data above should be exportable to excel and pdf website metrics by corporation users.
• Ensure ADA compliance and adherence to corporation state digital accessibility standards.
• Provide a backend content management system (CMS) for easy website updates by corporation staff.
• Provide complete web services, including hosting, backups, domain name registration, and integration with third-party tools and plugins as required.
• Deploy an ai chatbot to assist users with navigating the website, answering common questions, and providing relevant information.
• The chatbot must be able to answer the most common questions about developing housing in state via corporation, including inquiries related to permitting, incentives, funding opportunities, and regulatory requirements.
• The chatbot must be easily updateable to ensure it remains current with evolving policies and resources.
• Provide initial scripts, detail of data source integration and update mechanisms to be used. request that capabilities be specified
• Work and coordinate with corporation and other state agencies, public agencies and entities to create page content, ensure seamless integration of relevant resources and compliance with state regulations. migration of existing data or content if necessary.
• Ensure the site is uncluttered, modern, easy to navigate on all major platforms and intelligently accessible on all major software platforms and browsers, including but not limited to mobile devices and tablets.
• Provide or create graphics for the site when necessary.
• Use a modern aesthetic and follow basic design principles to ensure a visually appealing, intuitive, and user-friendly experience while providing several design concepts options and mockups during the development process.
• Develop a phased implementation plan that includes a testing phase with a targeted launch in fall 2025.
• Provide training and knowledge transfer on how to use the website backend and how to update the site and maps to specific staff members, while also providing training materials
- Maintenance and enhancements
• Provide ongoing maintenance and technical support for a period for one-year postlaunch, and also provide a quote for annual maintenance in years subsequent to that, with the option to purchase a la carte.
• Ensure the ai chatbot and dashboard/s remain updated and continues to provide accurate and relevant information.
• Develop additional features to improve transparency and efficiency of state housing initiatives.
• Ensure continued compliance with security and data privacy regulations, including, but not limited to state and federal requirements.
