RFP Description

The vendor is required to provide a comprehensive parking management system (PMS) that will streamline and enhance the management of parking operations for both employees and students.
- This system should facilitate all administrative and operational functions related to parking, ensuring efficient data handling and user experience.
- Functional requirements
- The proposed parking management system must include the following functionalities:
• Permit management: ability to issue, renew, and manage parking permits for employees and students.
• Enforcement tools: features that support parking enforcement activities, including citation issuance and tracking.
• Data migration: capability to migrate existing parking data from current systems into the new PMS without loss of information or functionality.
• Reporting & analytics:  comprehensive reporting tools that allow for analysis of parking usage patterns, revenue generation, and operational efficiency.
• User access:  secure access for different user roles (administrators, employees, students) with customizable permissions.
- Technical requirements
- The system must meet the following technical specifications:
• Integration capabilities:  must integrate with existing software solutions used at the citadel (e.g., student information systems, financial systems).
• Cloud-based solution:  a cloud-based solution that allows for remote access while ensuring data security.
• Mobile compatibility:  a mobile-friendly interface or application to allow users to manage their parking needs on-the-go; the handheld mobile device should include GPS location of handheld and time stamped for citations issued; the GPS location and data should provide evidence to when and where a citation was issued in the event a citation is contested by the person that received the citation.
• provide technical support 24/7/365 vendor shall provide a detail of outages and recovery times in order to provide county an indication of how frequent outages occur and normal recovery times.
