The vendor is required to provide supply aerial and ground passive infrared camera survey services for agency by providing data that supports agency projects.
- Passive infrared camera survey services will include, but not be limited to, video imaging and recording of air emissions of hydrocarbons including multiple volatile organic compound (VOC) species simultaneously.
- The surveys is to support agency actions regarding:
• Effective screening and evaluation of large geographical areas;
• Focusing resources on specific, potentially problematic areas or facilities; and
• Identifying sources for onsite investigation with handheld infrared camera to determine if emissions are ongoing.
- Passive Infrared Camera System (IR Camera):
• Ability to survey sites to detect multiple VOC species from the air and/or ground;
• Ability to visualize a variety of hydrocarbons containing three to fifteen carbon atoms;
• Possess a large working range and can effectively screen and evaluate large geographical areas from the air (i.e., has the ability to visualize hydrocarbons when located far from the emissions source[s] of interest);
• Ability to visualize hydrocarbons in a hot, humid environment; and
• Previously validated through prior field use or studies.
- Data processing or video editing may accompany the contractor’s helicopter and IR camera personnel to the survey area to facilitate the data delivery process.
