RFP Description

The vendor is required to provide for a new pension administration system (PAS) along with implementation and support services.
- The high-level features required in the new solution include:
• Core pension administration system (PAS) functions, which include but are not limited to the applications that permit the system to perform all operations (excluding employer reporting functionality), e.g., generate benefit estimates, issue refunds, calculate the cost of service purchases, service and disability retirement processing, survivor benefit processing, benefit payroll, and production of member annual statements, retiree insurance administration, scheduling of counseling services, and call center etc. 
• Support for the execution of all processes required in accordance with enabling legislation, board policies, etc. 
• A cloud-hosted, browser-based access to the solution for members and staff. 
• Browser-based, self-service functionality on any device, including mobile devices, to improve access to agency services by members, retirees, and other appropriate stakeholders. 
• Services to include, but are not limited to, the following: secure member portal, multi-factor authentication (MFA) integration, online appointment signup and scheduling, member estimate calculators on member portal, member ability to update personal information via member self-service portal, etc. 
• Full integration of the new PAS to the existing laser fiche document management system. 
• Full integration of the new PAS to the existing agency -built employer reporting system (referred to as Gemini). 
• Integrated workflow.
• Integration of the new PAS to the existing financial accounting system (d365) for journal entries. 
• Enablement of all required interfaces with other entities, including but not limited to the interfaces listed in RFP table 5 - current agency interface summary. 
• Ad hoc reporting and data analysis capabilities. 
• All agency -authorized payment options.
- The offeror is also responsible for:
• Participating in business process reengineering of agency current business processes as necessary to increase processing efficiency and take best advantage of the new PAS solution. 
• Converting and porting the agency data to the new PAS. 
• Providing thorough testing and quality assurance of the entire solution. 
• Providing a 12-month warranty after the system’s go-live date. 
• Providing/developing agency -specific manuals and documentation for internal and external system users, administrators, and developers for the configured, customized, as-built solution. 
• Providing initial configuration and configuration management for the pension administration software. • Providing all necessary software customizations to meet business and functionality requirements. 
• Providing full implementation and deployment of the new solution. 
• Providing ongoing software support for the new pension administration solution during and after the implementation. 
• Providing training materials and leading training sessions, for both user acceptance testing (UAT) tester training and also end user training for agency trainers (based upon a train the trainer approach for end user training). 
• Providing project management services for the implementation effort as provided herein.
