The vendor is required to provide the validated agency procurement options analysis (POA) framework to complete a detailed qualitative analysis (not quantitative such as value for money) of procurement models for two specified projects, including:
• A report comparing procurement models and providing a clear recommendation with supporting rationale using the validated agency POA framework.
• A risk analysis using the validated agency POA framework.
• Workshops with agency to develop POA analysis and to discuss the outcomes of the analysis and how the validated frameworks are working for the intended purpose.
• The successful supplier should consider additional criteria to finalize POA analysis for projects over a certain threshold.
• At minimum, analysis of the following procurement models:
o Design-build (DB)
o Design-bid-build (DBB)
o Progressive design-build (PDB)
o Construction management (cm)
o Construction management at risk (CMAR)
• If requested, the successful supplier will evaluate additional procurement models within the analysis, which may include a public-private partnership (P3) or alternative models.
- Market sounding
• Surveys, interviews, and workshops with key stakeholders.
• A comprehensive market sounding report summarizing industry feedback, identifying key suppliers, and outlining potential risks and opportunities.
• Reflection of the findings of the market sounding in the POA.
