RFP Description

The vendor is required to provide for the provision of real estate appraisal services to establish a pre-qualified pool on an “as needed basis'', per project by the county.
- Property appraisals will be based on “fair market value” unless otherwise specified or requested.
- Two (2) original copies of the appraisal report shall be provided and signed by the primary certified general appraiser and any other certified general appraiser and/or licensed trainee which aided in the process.
- The primary appraisal shall personally inspect all parcels within the project limits.
- Current location maps of the subject property must be included and not limited to aerial maps, flood maps and other mapping sources of which would properly identify said parcel.
- Maps must be clearly labeled and identified.
- All reports should be based on the department a-5 form, department a-6 form and department a-5s form and shall adhere to the most current uniform standard of professional appraisal practice (USPAP) rules and regulations.
- Each report shall adhere to the changes indicated by senate bill 18 statute for each property of which access denial shall be analyzed for each parcel in the before and after state.
- Each appraisal report must be physically inspected, photographed, and personally signed by the primary-general certified appraiser of the firm.
- Appraiser trainees may aid in the collection of the information; however, all analysis and conclusion must be performed by the primary general certified appraiser of whom will be testifying to future Condemnation proceedings.
- Aerial photos of the comparable and subject must be included in the body of the report.
- All adjustments to any comparable sales must be clearly explained.
- All comparable sales must be with a two- or three-year time frame.
- Listing shall not be utilized in the direct sales analysis of the subject property.
- Appraisal reports are due within 30 business days from receipt of a fully executed purchase order.
- In the event the number of parcels within a project shall extend this date, both appraiser and client shall designate the due date of the project parcels.
- A status report may be required by client depending on the number of parcels to be acquired.
- Contract Period/Term: 5 years
