The vendor is required to provide consulting firms capable of developing a strategic plan for agency.
- Creation of 3-year strategic plan
1. Project planning and meetings
• The vendor will engage with:
o Strategic planning workgroup led by the health officer and the agency executive leadership team.
o Division managers and supervisors form all service areas.
o agency staff representatives.
• Key meetings will include:
o Initial planning meetings.
o Regular update meetings.
o Preliminary findings presentation.
2. Information gathering and analysis
• Review key agency documents, including the 2025 strategic plan, annual reports, program information, accreditation and public health code requirements, 2024 healthy county plan, community health needs assessment, and youth assessment survey results.
o Analyze agency programs across all service areas.
• Guide agency in identifying appropriate metrics and data sources.
3. Goals and outcomes
• Create and prioritize goals, objectives, and outcomes.
• Provide guidance on language access planning.
• Develop strategies to address identified needs.
• Create metrics to incorporate into an agency dashboard to track progress.
• Align with the 2024 healthy county plan priorities of mental health, access to care, and housing and the county of strategic plan.
• Guide agency in identifying appropriate metrics and data sources.
4. Documentation and project close-out
• Prepare an initial draft plan for review.
• Revise based on feedback.
• Present the final strategic plan to agency executive leadership.
• Present the final strategic plan at an all-staff meeting.
