RFP Description

The Vendor is required to provide must partner closely with SAP and the agency’s staff to stabilize the system, implement upcoming enhancements (e.g. embedded procurement to replace SRM 7.5), and plan an upgrade, while meeting the prescribed service levels and onshore support requirements.
- Implemented an enterprise resource planning (“ERP”) solution to replace mission critical business applications originally developed in FoxPro that support the backbone of the agencies’ business functions including (i) finance and accounting, (ii) treasury/bond administration/debt service management, (iii) investment portfolio management, (iv) loan origination and servicing for multifamily housing, (v) grants management and (vi) property asset management/tax credits and compliance.
- The provision of SAP technical assistance and application management services (“AMS Services”) upon comparable terms.
- Moving to the cloud will improve scalability, security, and compliance, while also giving access to continuous updates, artificial intelligence (“AI”), and embedded analytics.
- This shift will help keep operations stable and predictable while positioning the business for long-term growth and innovation.
- It will also simplify the process by providing built-in tools, automation, and best practices, reducing the complexity and cost of managing the infrastructure and providing support.
- Services include:
• Incident and problem management: triage and resolve defects, outages, or errors in all s/4 agency listed business processes that arise during normal operations, ensuring business functions execute error-free.
• Perform root-cause analysis and implement workarounds or corrections as needed.
• Change and enhancement support: handle standard service requests and minor enhancements (e.g. configuration changes, report modifications) that are outside the “rise with sap” work.
- The AMS provider must manage requests from key users, estimate impact, and implement approved changes in development, test, and production systems.
• Functional maintenance: keep system documentation, process flowcharts, and configuration guides up to date for all supported modules.
• Perform periodic health checks and recommend continuous improvements.
• The AMS provider will maintain authorizations and user roles, support sap incidents application, and assist with basis (technical) patches where they affect functional behavior.
• Bank and interface integration: maintain and update electronic banking interfaces for about 10 external banks.
• The sap provider will configure and monitor bank statement file imports, payment exports, and cash positions with sap’s multi-bank connectivity (“MBC”) replacing legacy bank and other sap process integration (“PI”) interfaces. (Note: SAP MBC is a cloud service providing secure swift/ebics connectivity and will be used for streamlined bank integration).
• Analytics and reporting migration: plan and execute migration of sap BW data and business objects reports into sap analytics cloud (“SAC”).
• This involves extracting BW data, re-creating dashboards in sac, validating results, and decommissioning legacy bi systems.
• The sap provider must coordinate with “rise with sap” consultants and apply best practices for sac planning and analytics, including implementing sap cloud analytics planning for budgeting.
• Upgrade and roadmap planning: starting February 2026, assist with s/4hana upgrades or version lifts (e.g. beyond 1909 if applicable).
• Conduct a gap analysis between custom processes and standard s/4 capabilities and recommend standardization opportunities.
• Lead the migration of SRM 7.5 functions into s/4 agency embedded procurement, including customization conversion and user training.
• Plan and implement multi-bank connectivity (cloud-based) to replace any remaining sap pi interfaces, as part of treasury modernization.
