The Vendor is required to provide the strategic plan is to establish implementable strategies and objectives that achieve the city council’s goals and establish measurable outcomes.
- It will also be used to develop departmental work plans, set capital investment priorities, and help in the development of annual budgets.
- Strategic planning process is to:
• Define a clear vision and mission of the city.
• Establish strategic priorities based on city council, stakeholder and community input.
• Identify key strengths, weaknesses, opportunities, and challenges (swot analysis) that can be leveraged and improved to achieve strategic priorities.
• Establish near and long-term actionable strategies to guide city’s policies, operations, services, budgets and capital projects.
• Establish keystone indicators that measure outcomes.
• Foster community engagement in the development of the strategic plan.
- Engagement, research and data collection
• Review of existing documents: assess relevant existing documents, such as the community master plan, annual reports, budgets, and other policy documents, to inform the new plan.
• Community engagement: community engagement should include surveys, public workshops focus groups, and interviews with key community stakeholders.
• Stakeholder interviews: conduct one-on-one or group interviews with city council members, city manager, department directors and other key city staff.
• Data analysis: collect and analyze relevant demographic, economic, and social data to understand community needs and priorities.
• SWOT analysis: based on feedback, identify the city’s strengths, weaknesses, opportunities and threats to help develop objectives and strategies to achieve identified goals.
- Strategic monitoring framework
• Monitoring and evaluation: develop a framework for monitoring and evaluating the progress of the strategic plan’s implementation and results.
• Key performance indicators (KPIS): define KPIS to measure success and track the progress of strategic initiatives.
• Annual review process: propose a process for annual reviews and updates to the strategic plan.
