RFP Description

The vendor is required to provide a comprehensive and intuitive solution that significantly enhances usability for a broad audience, increasing the system’s overall effectiveness and value to both internal staff and the citizens of state.
- Solution has critical gaps that must be addressed:
• Inability to create ad-hoc notifications during emergencies, limiting the state’s capacity to respond to urgent public safety situations in real time.
• Inconsistent delivery of notifications, resulting in missed alerts that could place victims and the public at risk.
• Ongoing reporting issues, preventing the verification of accurate data and creating a lack of oversight that hinders performance evaluation and compliance.
• A victim assistance database that is not user-friendly, reducing staff efficiency and creating barriers to service delivery.
• Excessive response times for troubleshooting and resolving issues, combined with a lack of transparency, which erodes trust and delays critical updates and improvements. - The current system presents substantial challenges that impede operational efficiency, public safety, and service delivery to victims of crime.
- These deficiencies undermine the state’s ability to fulfill its mission of providing timely, accurate, and effective victim notification services.
- The system will provide near real-time notifications on a status change for an offender in custody.
- The system should provide a way for authorized users to update notification scripts in order to meet the state’s intent.
- Victims or survivors should not be limited to the number of offenders they can receive notifications for; victims should be able to request the status of an offender at any time.
- Victims should also be able to receive notifications on multiple devices including but not limited to:
• Landline
• Cell phone
• Text
• Email
- Some examples of status changes include but are not limited to any of the following:
• Location of inmate, prisoner or offender
• Inmate, prisoner or offender number
• Inmate, prisoner or offender name
• General release (includes release on bond)
• Release after sentence is served
• Release to unsupervised custody (including location if available)
• Release to community supervision (probation)
• Release of sex offender
• Advanced notification of release (if information is available)
• Escape
• Death
• Transfer to other location (including other location if available)
• Return to supervised custody following escape
• Transfer to a federal prison (if information is available)
• Eligible for home leave, approved for home leave, scheduled for home leave, and the dates
• Safe keepers.
