RFP Description

The vendor is required to provide video surveillance and access control system services for include:
1. furnish and install one (1) pc/workstation in the DGS office space operating the surveillance and access control systems:
• Workstation shall unify the security systems using GENETEC security center software.
• Bidder shall provide and install all software required to run the GENETEC security center.
• Required at workstation:
o One (1) 43” monitor.
o One (1) wireless keyboard.
o One (1) wireless mouse.
o one (1) enrollment reader.
o one (1) full motion wall mount.
o location of pc/workstation is outlined
2. Furnish and install a standalone, “turnkey”, non-proprietary, digital based, video surveillance system for the building:
a. Building surveillance systems requirements:
(1) Video system:
• All video surveillance devices and cameras shall be in compliance with NDAA section 889.
• Existing cable shall be replaced with plenum rated category 6 (cat 6) cabling.
• Shall be designed using IP cameras and use GENETEC security center software.
• Components shall provide the court with flexibility for expansion of up to one hundred (100) cameras, upon completion of installation.
• Components shall be upgradable and swappable without requiring mass replacement of all components.
• Shall not have any connectivity to external networks or judiciary it networks.
• Monitoring and controlling shall only be available through the bidder provided workstation and not allow any remote access. (2) network video recorder (NVR) shall:
• Support eighty-one (81) cameras.
• Be compatible with GENETEC security center software.
• Be connected to the workstation/monitor in the room to allow direct viewing.
• Allow for a choice in settings for thirty (30) days of continuous recording on all cameras and to record on motion. (e.g., it may be set to record on motion at certain times during the day and continuously recording all other times.)
• Have capability to automatically overwrite its oldest content to store new recordings. vi have video recording compression at
• 265 compressions.
• Provide the court with flexibility for expansion of up to one hundred (100) cameras, upon completion of installation.
• Be installed inside of a lockable a/v cabinet with room for uninterruptible power supply (ups) back-ups and NVR.
(3) Cameras shall:
• Be vandal resistant, specifically able to withstand blows to housings and/or lens covers without interrupting the video.
• Support 16:9 video.
• Support minimum 30 frames per second.
• Support minimum of four (4) megapixel resolution.
• Operate over a power over ethernet (POE) network.
• Use plenum rated cat 6 cabling for installations.
• Be from the same manufacturer (model).
• Be supported by the GENETEC security center.
• Be from one (1) of the following manufactures:
o ACTi,
o Axis communications,
o BOSCH,
o Hanwha Techwin (Samsung),
o Mobotix,
o Pelco,
o Sony,
o Speco, or
o Vivotek.
(4) Monitors shall be a minimum of 1920x1080 (“full HD”) resolution.
B. Demolition of:
• Two (2) NVR devices in the DGS office space.
• One (1) pc/workstation in the DGS office space.
• Two (2) monitors and wall mounts in the DGS office space.
• One (1) pc/workstation at the garage level entrance security.
• One (1) monitor and wall mount at the garage level entrance security.
• One (1) pc/workstation at the main entrance lobby security.
• One (1) monitor at the main entrance lobby security.
• One (1) pc/workstation in the bailiff’s office.
• One (1) monitor in the bailiff’s office.
• Thirty-five (35) existing cameras.
• All existing cabling.
• Equipment shall be left on site with the DGS maintenance supervisor.
3. Furnish and install an access control system:
a. The access control system shall:
• Not have any connectivity to external networks or judiciary it networks.
• Not require any internet access to function.
• Use plenum rated composite cabling on installations.
• Provide access log reports to admin user(s).
• Allow for user level access configuration.
• Provide scheduled access.
• Be compatible with 35-bit hid corporate 1000 iClass state id cards.
• Use the GENETEC security center software program.
b. Demolition of:
• One (1) pc workstation located in the DGS office space.
• Twenty-one (21) existing card readers.
• Existing mag locks and electronic door strikes.
• All existing cabling.
(5) Equipment shall be left on site with the DGS maintenance supervisor C. Installation of:
• Fifteen (15) card readers on the ground level.
• Exterior to stair #1.
• In/out parking garage and stair #1.
• In/out vehicle access to/from parking garage and sallyport.
• Parking garage to sallyport.
• Lockup corridor to elevator #1.
• Elevator lobby #1 to parking garage.
• In/out entry lobby #1 and exterior.
• Employee entrance door.
• Entry lobby #1 to elevator lobby #2.
• Elevator lobby #2 to parking garage.
• Parking garage to elevator machine room.
• Vehicle access from exterior to parking garage.
2. Sixteen (16) card readers on the first floor
• Ext in/out stair #1 and passage #3.
• Courtroom #1 to judge’s chamber
• Courtroom #1 to passage #2
• Courtroom #2 to judge’s chamber
• Waiting area to passage #3.
• Waiting area to bailiff’s office.
• Main entrance lobby to DGS office space.
• Lockup corridor to elevator #1.
• Waiting area to social services offices.
• Waiting area to passage #14.
• Waiting Area to Passage #17.
• Stair #6 to passage #17.
• In/out stair #7 and social services offices.
• Exterior to stair #7.
3. Seven (7) card readers in the courtroom renovation area:
• Waiting area to corridor (123).
• in/out waiting area and courtroom #3.

• District court clerk’s counter (101) to clerk’s open office (112).
• Stair #2 to clerk’s open office (112).
4. Three (3) card readers on the second floor:
• Waiting public defender lobby to passage #29.
• Stair #7 to passage #53.
• Elevator lobby #7 to passage #36.
d. Installation shall include appropriate locking mechanisms needed for the system to work properly, including:
• Doorknobs,
• Door closers,
• Electrified locksets,
• Hinges,
• Electric strikes,
• Push bars,
• Door contacts,
• Magnetic door releases,
• Push to exit buttons,
• Request to exit (rex) sensors, etc.
e. Egress doors shall be tied into the fire alarm panel.
