RFP Description

The Vendor is required to provide website development, maintenance and hosting for website was not created with the use of a content management system (CMS), resulting in over 10,000 individual pages, several agency domains, and duplication and inaccurate information.    
- Website development, maintenance and hosting for a period of up to five (5) years.

- Completion of these tasks must include an audit of the current website, programming of newly developed website, incorporation of agency produced content, use of an open-sourced content management system for the back end of website, and the use of a developmental URL throughout the development and testing of the site.
- These services will be used to restructure, redesign, and develop an intuitive, accessible, and visually modern website within the Drupal (or similar) CMS that allows employees to update website data and content with ease.
- Provide strategic, creative and website development services to design, develop, and implement an interactive, intuitive website in a content management system that allows agency employees to update website data and content.
- All services provided must support the overall customer service efforts of agency, targeting specific agency customers and providing an intuitive user interface (UI).
- Google analytics must be incorporated in the development of the website.
- This includes data storage, security and server-side functions to ensure undistributed, stable functionality of website, optimization of servers, write scripts and APIS, development of reusable code libraries, implementation of ongoing security systems, detecting, monitoring, and addressing vulnerabilities.

- UX research plan with goals, timeline and metrics of success

- Structural audit of agency website

- Research based content strategy
- Creation of development plan based on findings and recommendations determined through completion of UX research plan and structural audit
- Updated project plan (both written and summarized in an easy-to-follow timeline infographic)
- Proposed content mockup
- List of content SMES & content creators
- Proper inclusion of agency branding
- Both front (html5 and css)- and back (CMS)-end solutions, design and development must include optimizations for all major mac and pc desktop browsers (edge, chrome, safari, Firefox and opera) and mobile and tablet browsers (Samsung internet, safari, chrome and Firefox focus).
- Back-end development including the creation of integrating and managing databases, back-end frameworks, writing of code focused on functionality and logic, creation of reusable code libraries and generation of storage solutions.
- At the request of agency, the offeror shall migrate the website to the latest CMS version.
- The website must recognize the agency web team as authorized site administrators with the ability to create and edit content, review analytics, add new navigation, and make changes/updates to the website themes.
- The development of the agency website must include testing throughout its development.
- Testing must include an iterative process of testing and redefining the website structure.
- Must migrate web content to the redesigned website based on UX research and content strategy as defined in the project and development plans.
- The offeror shall identify and develop appropriate website search functionality that will be highly intuitive for website users based on UX research findings and via iterative usability testing.

- These content creators must be able to edit, within established templates, graphics, images, pdf files, page narratives and compressed video files, but not have access to redesign or delete pages.
- The website must include dynamic form capabilities, including but not limited to captcha options.
- Contract Period/Term: 2 years
