RFP Description

The vendor is required to provide website hosting and maintenance services for include:
1. Hosting & infrastructure
• The selected vendor must provide secure, stable, and high-performance hosting services for the city’s existing Drupal 10 websites.
• This includes ensuring high availability through redundant systems, maintaining optimal uptime, and proactively managing the hosting environment to prevent and resolve performance or security issues.
• Hosting must support the specific needs of a Drupal 10 CMS and be capable of scaling as needed.
• These features should include:
o Provide secure, reliable hosting for a Drupal 10 website.
o Maintain a minimum 99.9% uptime SLA, with redundancy and failover infrastructure in place.
o Monitor hosting performance and proactively address system issues.
o Regularly applies hosting environment patches and security updates.
2. Drupal 10 maintenance & platform support
• Keep the Drupal 10 core and contributed modules up to date, including security patches and Drupal version upgrades as released.
• Ensure that all themes and CMS features remain functional and compatible after updates.
• Provide scheduled updates in a documented maintenance and patching schedule.
3. Content management system (CMS) flexibility
• Ensure staff can make content updates using the existing CMS tools.
• Implement or adjust CMS functionality, features, or content types based on city staff requests.
• Modify or extend themes/templates as needed, including minor design adjustments (not full redesign).
• Include standard maintenance, upgrades, and security patches that can be performed easily.
• Include detailed staff training.
4. Technical support & troubleshooting
• Provide ongoing technical support for staff via email, phone, or ticketing system.
• Respond to and resolve issues related to site performance, broken links, content display, or CMS errors.
• Address support requests within defined response timeframes (e.g., 1 business day for critical issues).
5. Functional requirements
• Site must meet ADA requirements and be continually assessed & maintained by vendor.
• Links to city mobile applications.
• Must meet state open data requirements.
• Potential web GIS integration.
• Cross browser compatibility, specifically compatibility with chrome, Firefox, and microsoft edge.
6. Domain migration support
• Collaborate with city it staffs to develop a project plan for.ca.gov domain migration.
• Assist with DNS configuration and testing.
• Ensure all website content, links, forms, and redirects function correctly postmigration.
• Coordinate with the state’s approved authorities and provide documentation as needed.
• Provide timeline estimates and include costs associated with the domain migration.
• Ensure security certificates (SSL) are implemented correctly for the new domain.
• Offer post-migration monitoring and support.
7. Managed web hosting services
• Website datacenter with power and network redundancy for failover.
• Datacenter facilities that are secure both physically and over the network and periodically reviewed and tested for security vulnerabilities.
• 24/7/365 network operations center staffing, website availability and security monitoring and online and telephone technical support.
• Provide and manage system security and intrusion detection.
• Website connections must utilize TLS, have data backups, vulnerability scanning software, and maintain a secure host.
