RFP Description

The vendor is required to provide to establish a contract through competitive negotiations for the procurement of a workplace injury management program.

1. The selected vendor:
• Will follow best practices as related to workplace injury management
• Identify opportunities to optimize program benefits
• Demonstrate a commitment to training and knowledge transfer
2. Staff facility:
• Provide a current licensed and certified facility within the city limits to perform work described.
• Provide nm licensed and physical and occupational therapists to perform work described.
• Provide adequate number of qualified physical and occupational therapists local to the city metro area to perform work described in the event of either planned or unplanned time off.
• Provide a dedicated licensed and trained physical and occupational therapy manager who will be the point of contact for aps and resides in the city metro area.
3. Job analysis:
• Perform physical job demands analysis and document job function description, test, match, and ergo opportunities based on job function matching, as defined and licensed for job titles determined by the aps risk management director. 23
• Validate all job function descriptions and tests with staff, supervisors, and department directors.
• re-evaluate, update, and re-validate all job function descriptions as required when essential job functions change.
• provide an online portal for aps risk management department, aps ADA program staff, aps’s TPA, and aps HR staffers, aps leaves staff, aps case management to access the most up-to-date job function descriptions.
4. Physical occupational therapy:
• Provide medically necessary on-site at aps premises physical and occupational rehabilitation and industrial athlete services for individuals referred by their assigned primary healthcare provider utilizing the physical demands of the essential functions.
• Provide medically necessary clinic based physical and occupational rehabilitation and industrial athlete services for individuals referred by their assigned primary healthcare provider utilizing the physical demands of the essential functions.
• Provide medically necessary live, interactive, remote physical and occupational rehabilitation and industrial athlete services via a HIPAA compliant, secure video conferencing platform for individuals referred by their assigned primary healthcare provider utilizing the physical demands of the essential functions.
• Maintain a secure HIPAA compliant and confidential medical record for all employees treated in-person or via tele pt.
• Document all treatment goals and progress to reflect the essential functions of the job.
• Be an ODG certified facility through mcg to treat and report patient progress regularly within the mandated guidelines per the state of worker's compensation administration (official disability guidelines and ODG).
• Focus on a customized, job specific rehabilitation plan defined and licensed by vendor to promote and expedite a safe stay at work and return to work comprehensive program.
• Provide on-site at aps premises job coaching based on the essential functions for aps employees referred by their assigned primary healthcare provider, aps risk management and aps ADA program to address specific ergonomics and body mechanics of an individual's job.
• Inform aps on a consistent and regular basis on employee's RTW or current status.
• Inform aps on a consistent and regular basis on employee's therapy appointment attendance.
5. Functional capacity evaluations:
• Perform functional capacity evaluations as defined and licensed for individuals referred by their assigned primary healthcare providers referencing state of worker's compensation administration’s case law pursuant to state statute.
6. Injury prevention:
• Provide on-site at aps premises injury prevention services based on the essential functions of the job as defined for departments referred by the aps risk management director.
• Provide on-site at aps premises and virtual follow-ups as requested by aps risk management and aps ADA program.
• Provide ergo checkups to employees who file e-1 injury reports.
• Provide ergonomic posters and handouts as requested by aps risk management, aps ADA program staff, and various department within aps.
• Provide group presentations based on the essential functions of the job as defined by departments and employees as requested by aps risk management both in-person and via a live, interactive, remote video conference
7. Ergonomic assessments:
• Provide on-site ergonomic assessments based on the essential functions of the job as designed for individuals referred by their assigned primary healthcare provider, aps risk management and/or aps ADA program.
• Provide live, interactive, remote ergo assessments based on the essential functions of the job as defined by their assigned primary healthcare provider, aps risk management and aps ADA program.
• Provide visually impaired and hearing-impaired specialty ergonomic assessments based on the essential functions of the job for departments and individuals referred by aps risk management and/or aps ADA program.
• Provide ergonomic scans for departments and individuals referred by aps risk management.
8. Post offer of employment tests:
• Perform post offer of employment testing based for designated workers.
• Perform job function tests based on the essential functions for transitional employees, employees transferring to new job title, employee’s returning from FMLA, and as requested by aps risk management and aps ADA program.
• Coordinate with HR staffers to assist with poets who do not pass the initial post offer employment test per the essential functions listed.
• Coordinate with RTW coordinator to assist with transitional duty based on the employee’s job function test per the essential functions listed.
• Coordinate with ADA staff to assist employees with reasonable accommodations based on the employee’s job function test.
9. Consulting/meeting/presenting:
• Attend monthly aps safety meetings and provide recommendations for program improvement based on documentation by job title during the data collection of the job function description.
• Collaborate with unions at aps to promote employee safety, discuss the job function descriptions, and review ergo opportunities.
• Provide aps HR staffing trainings as requested by the human resources department.
• Consult with risk management as it relates to ergonomics, safe job modifications, and stay at work and return to work programs for employees.
• Consult with RTW coordinator as it relates to ergonomics, safe job modifications, and stay at work and return to work programs for employees.
• Consult with HR staffers as it relates to ergonomics, safe job modifications, and stay at work and return to work programs for employees.
• Consult with ADA staff as it relates to ergonomics, safe job modifications, and stay at work and return to work programs for employees.
• Consult with the safety team as it relates to ergonomics, safe job modifications, and stay at work and return to work programs for employees.
• Consult with supervisors and managers in all departments as it relates to ergonomics, safe job modifications, and stay at work and return to work programs for employees.
• Collaborate with the aps wellness department to provide program consulting for commercial health insurance programs and assist with manager and supervisor outreach.
 • Consult and present to aps risk management, aps ADA program staff, and wellness department as requested regarding ergonomic opportunities as documented by job title during the data collection of the job function description.
• Actively participate at aps employee health fairs
• Participate in case management meetings with aps risk management, aps leaves staff, aps’s TPA, nurse case managers, aps’s medical provider to discuss functional abilities and RTW status.
10. Reporting
• Provide weekly reports on current case list and ergo checkup list to aps risk management.
• Provide quarterly statistic reports and program reviews on the current status of the program to include annual utilization, trend reports and provider recommendations for program improvement.
• Provide quarterly reports of the job titles, and accessible per an online portal.
