The vendor is required to provide investigations assistance services to power and duty to enter, examine, and survey all grounds to examine nuisances or questions affecting the security of life and health.
- The department requires the use of specialized equipment and augmentation of technical and analytical capabilities to conduct investigations and gather evidence.
- Tasks include, but are not limited to:
• Excavation of sites with suspected burial or disposal of hazardous substances, hazardous, residual, and municipal wastes
• Advancement of boreholes to facilitate collection of soil samples and groundwater samples
• Geophysical survey utilizing magnetic, electrical, and electromagnetic techniques
• Decontamination of personnel and equipment
• Arrangement of transportation and proper disposal of contaminated materials that are generated during a site investigation.
• Containment and basic remediation of contaminants discovered during a site investigation
• Preparation and implementation of site-specific health and safety plans.
• Operation of commercial grade drones to support efforts as needed.
- Personnel from the department will, with rare exceptions, participate in the site investigations and will have ultimate responsibility for the project.
- The team contributing to the site investigation under the direction of the BOI supervisor who is in charge of the site.
- Requirements
a. Equipment requirements
• Must have access to remote sensing equipment such as electrical resistivity, seismic refraction, magnetometer, ground penetrating radar, sonic, and thermally induced (infrared) methods.
• Must also possess the ability to interpret the results from the remote sensing equipment.
• Have access to earthmoving equipment such as a backhoe, excavator, front-end loader, bulldozer, or other equipment necessary to perform the service.
• Have access to at least two direct pushes units capable of advancing soil sampling equipment into the subsurface.
• Also have access to personnel who are experienced in the operation of these units.
• Also be able to procure the services of a well driller and installer should the need arise.
• Access to a laboratory that is able to analyze asbestos samples using the point count method.
• Provide certified operators where necessary for all equipment needed.
b. Performance requirements
• Emergency response – accept task assignment and start work in 24 hours.
• Contractor will be expected to be able to supply a backhoe, bobcat (or equivalent), forklift, decontamination equipment (steam machine, garden sprayers, soap, containment pool), grass, seed, and hay.
• Quick response – accept task assignment and start work in 2 or 3 working days. contractor will be expected to supply all of the above listed equipment plus a track hoe, bulldozer, and a portable toilet.
• Intermediate response - accept task assignment and start work in 4 or 5 working days. contractor will be expected to supply all of the above listed equipment plus a magnetometer and ground penetrating radar.
• Normal response task - respond in 6 to 10 working days after receipt of task assignment. contractor will be able to supply all of the above listed equipment plus a Geoprobe (or equivalent).
• Field location task - assessment of site conditions with team on site. implement changes as required.
