- This solution is to support and enhance the county’s policies and processes for conducting background check functions and applicant tracking, enabling an automated experience from candidate selection through background check and hire.

- Business and technology requirements:
• System integration: the contractor’s solution must demonstrate the ability to integrate the applicants’ background check results for a seamless background check submission.
• Timely and accurate background check results: standard background checks will be completed within 2-3 business days with a high accuracy rate and minimal discrepancies.
• Scalability and flexibility: the contractor’s solution will support different types of background checks by type, as outlined in exhibits (e.g., employees vs. volunteers) and handle fluctuations in volume due to seasonal hiring or emergencies, without system freezes, crashes, or surges of transactions.
• Reporting: the contractor will report turnaround time metrics, adverse findings rates, candidate disposition metrics, and compliance and risk metrics.
- Implementation and efficiency requirements:
1. Alignment with all applicable legal requirements and policies:
• The contractor must adhere to federal, state, and local laws and regulations, as amended, and county background check policies, as amended, which require employment background screening to be conducted for every prospective hiring, including permanent full-time, part-time, and intermittent positions; promotions; and selected internal transfers or reassignments depending on the security concerns of the position to which the individual is transferring.
• County policies may also apply to temporary, volunteer, contract, and provisional positions as determined by the hiring department.
• The county will provide consultation and policy information to contractor as necessary.
• Examples of policies which must be adhered to in all functionalities of this contract are included, but not limited to, the exhibits that are part of this solicitation.
2. Customer service:
• Ability to serve varying operational needs with a dedicated account manager who can provide the county with responsive customer service.
3. Testing period:
• A process integration testing period following the start of the contract but prior to actual utilization.
4. Training and onboarding support:
• Initial and ongoing training for one department and eight individuals (4 users, 4 supervisors) users; user guides and point-of-contact support for troubleshooting.
• Preference for mobile application technology capabilities.
