The vendor is required to provide noise and operations monitoring system (NOMS) and flight identification and tracking system (FITS), while using the existing noise monitors around state love field and state executive airport (RBD).
- NOMS enhances the ability of both airports to identify and track aircraft, acquire data for aircraft/noise correlation, compliance analysis, complaint investigation, and to provide a means to monitor aircraft noise through an array of permanent noise monitors.
- Aircraft/community noise monitoring: an array of maintenance on the existing noise monitors, user downloading capabilities, user aircraft reporting, community and total noise data from the existing NOMS, and real-time animated, graphic display of sound levels at any selected monitor, as well as specified automated reports;
- Flight id and tracking: the reliable provision of accurate flight identification and tracking data from the flight identification and tracking system (fits);
- Correlation of noise and flight data: correlation of the fits data to derive aircraft noise events and community-related noise data, to include noise complaints and complaint distribution mapping;
- Data end products: the seamless integration of the products of fits, and their data correlation with intuitive automated software that enables analysis with graphic, tabular, and report production, and display capability; and,
- System portability: portability of all end-user software, enabling NOMS access from any pc computer, mobile device, and tablet connected to the internet with appropriate login credentials;
- Complainant tracking: the ability to run custom reports and identify through detailed GIS maps or counts which communities and/or zip codes and individuals are creating the highest number of noise complaints as well as tracking IP addresses of complainants to ensure duplicate noise complaints are not being counted;
- Security of access: Provide password protected, web-based access to the NOMS applications and data to selected staff members; of particular importance is the security of the private information contained on noise complaint reports.
- Public access: In the event that the airport approves limited public access to the NOMS, that access shall be expandable enough to readily provide what has become industry standard, general public, interactive, non-password protected, and web-based, limited access displays of airspace activity over a street grid with sufficient geo-features and labels for easy orientation; selectable features, to be identified by the noise office.
- Compatibility: The NOMS display software shall be compatible with the Microsoft windows 11 operating system and later versions.
- Licenses: All licenses, including for NOMS users and any third-party software required for NOMS operations and functions, shall be provided by the awarded vendor.
- Hardware ownership: All hardware installed at the airport and delivered as part of the system will become the property of the airport.
- Data Security: The NOMS System shall provide secure access and protection of the Airport’s data against intrusions and internal misuse of that data. The techniques used to secure access and protect the data shall include, but not be limited to the following:
• Secure transmission of data
• Secure encryption of data
• Strong, best practices password policy
• Record of all logins from non-registered computers
• Records management and retention: provide at least three user accounts with full access to the system; there also may be a public access point with limited interactive use for air traffic monitoring. The primary user must be able to create and reset passwords for all other user accounts; access to and control of full access workstations must be available to designated noise office staff from remote sites including on-airport conference rooms, off-site briefing venues, and off-site, as during staff travel.
- Web-Enabled: The NOMS system shall be web-enabled to the extent that permits the airport to allow the general public to access various features of the application, for such activities as flight tracking, reporting, and submitting complaint forms, through a secure interface using standard internet browsers such as, but not limited to, the following versions and newer:
• Internet Explorer
• Firefox
• Safari
• Google Chrome
• Opera - Ability to create and selectively color gates and tag them with width and height dimensions.
- Ability to place noise complaint icons on the map for all recorded noise complaints.
- Ability to drag/float displayed data boxes, titles, tags, icons, etc.
- The ability to selectively display all tracks or no tracks.
