The vendor is required to provide current safety management system (SMS) structure comprises several key components, including an internal responsibility system (IRS), established procedures, and various safety programs.
- This review aims to identify any gaps or areas for improvement within the current SMS, including the improved role definition, ensuring that all components of our SMS are present, developed, up-to-date, and effective for the facilities, planning design & construction, and safety resources departments.
- It will also include consultations with key stakeholders, site visits, and risk assessments to ensure that all aspects of our safety management and related programs are thoroughly examined and assessed.
• Conduct a comprehensive review and gap analysis of the existing SMS program and policies, including the current compliance programs within the facilities, safety resources, and planning design & construction departments.
• Additionally, clearly define the roles and responsibilities of each party involved in the legislation, the IRS and the SMS.
• Evaluate current work activities/tasks to ensure proper procedures, programs and resources are in place.
• Evaluate training requirements to ensure compliance with all relevant legislation and industry best practices.
• This includes identifying necessary training programs for different roles, assessing the effectiveness of current training initiatives/programs, and recommending improvements or additional training as needed.

• Conduct a project start up meeting (in person or virtual, to be determined)
• Ensure that university provides all necessary documentation for review and assessment to ensure established procedures and standards are assessed.
• Ensure that university subject matter experts are able to participate in meetings throughout the project.
• Ensure timely decision-making.
• Assign a project lead who will be responsible for liaising with the consultant.
• Provide an overview of how the proponent will manage communications among project team members.
