The vendor is required to provide an enterprise housing operations management system to support housing operations processes related to prospects, tenants, external vendors, office staff and field maintenance crews.
- New solution that leverages modern, secure, user-friendly technology platforms and supports digital transformation of existing paper-based user experiences for: prospects looking for affordable housing in the region; existing moderate- and low-income tenants of the corporation’s buildings; and office and field staff providing valuable services to the prospects and tenants.
- High-level requirements
1. List the extent of Canadian presence:
• List of customers to illustrate that the solution is compliant with Canadian affordable housing regulations, such as the residential tenancy act (RTA).
• Provide the total number of social housing units managed, by province
• Provide the number of rental subsidies processed annually by the proposed solution, by province
2. Web-based solution
• Cloud-/hybrid/on-prem web solution that allows secure and role-based access to housing functions for staff, tenants, and prospects
3. Prospects waitlist
• The main functions of the proposed solution available to prospects applying for multiple units simultaneously, in buildings owned and operated by the corporation across the agency.
4. Tenants portal with online uploads, payments etc.
• The main functions of the proposed solution available to existing tenants residing in buildings owned and operated by the corporation
5. Staff portal
• The main functions of the proposed solution available to the corporation’s staff supporting the entire lifecycle of processes related to prospects, tenants, maintenance requests and workflow approvals, rent increases, subsidy reviews, community programs, grievances, reporting capabilities etc.
6. Integration with it and finance systems
• The main accounting and financial functions including the ability to handle Canadian taxes (GST, PST) and how they can integrate with unit4.
o The new housing system will not be used as the master system for finance transactions. unit4 is the corporate master system of finance records for: chart of accounts; requisitions, purchase orders, and invoices; accounts receivables; account payables; supplier and customer records; and general ledger.
• The ability of the housing system to integrate critical and sensitive documents with the corporate records management system, OpenText, and other core IT systems, such as azure ad.
