The Vendor is required to provide services to design, develop, and implement (DDI) a cloud-based SaaS or cots comprehensive child welfare information system (CCWIS) system.
- Services must include planning and scheduling the replacement of all in-scope applications, including dependencies through full implementation, and keeping data in sync throughout the project between replacement modules and legacy applications and preserving data integrity.
- Conduct project planning and execution services including identifying and defining contractor and state roles and responsibilities for system development life cycle (SDLC) configuration, development, testing, and implementation processes.
- Services must also identify all reports and queries, and associated schedules through full implementation.
- Conduct data conversion planning and implementation services to convert all open cases and 5 years of closed historical cases to the system.
- The offeror must archive the remaining data located in the mainframe into a searchable database.
- The search functionality must include searching both the production and archive databases seamlessly at the same time.
- If the user needs a record from the archive database, it must be pulled into a staging area and remain there until the minimum demographic (defined by the State) has been added and the case cleaned by the caseworker.
- Once this is done the caseworker can release the case into the production database.
- The business rules for retention should be run against the archive database upon conversion to purge old files that should no longer be retained.
- Data retention rules should be applied to both databases according to state business rules.
- Must integrate an estimated 50 interfaces both one-directional and bi-directional, inclusive of a master person database for accurate client information across agencies.
- The state is estimating 200 notices and forms to be converted to the enterprise document management system (EDMS) and 75 reports that need to be created in the reporting software.
- Conduct and execute the project master test plan including but not limited to user testing support, interfaces, integration testing, system testing, end-to-end testing, regression testing, performance and load testing, stress testing, and usability testing.
- Additionally, support activities for user acceptance testing should be included.
- Plans and services must also encompass processes for developing test cases, test metrics, reporting test results, and managing and tracking defects.
- Conduct Project staff and stakeholder planning and implementation services to create, schedule, document, and provide classroom and online training, training to ensure that staff and stakeholders receive extensive training on system functionality, changes to business processes that result from the new systems, reporting, document management, forms creation and updates, and management and operations of the new system.
