The Vendor is required to provide r for a web-based system to monitor, run, review, and analyze driver’s license/motor vehicle records.
- These checks are needed to determine the risk level of prospective and current State employees who are required to drive as part of their employment with the State.
- A secure web-based system, or State-approved equal.
- System Capabilities.
• System must offer driver license verification, including CDL endorsements and restrictions.
• System must have the ability to run driver license checks as needed and as ordered by the ordering entity.
• System must have the ability to monitor drivers as selected and as requested by the ordering entity.
• System must offer motor vehicle records.
• For each record ordered, the system must show the most current available information for the following:
o Whether the license is valid or not valid,
o Whether the license includes CDL endorsements,
o Whether the license has any restrictions,
o The date the specific record was last checked by the ordering entity, and
o The results of the last record check, if one was previously ordered by the ordering entity.
• System must return five years of driving history from the date the record was ordered, or the maximum provided by the licensing state, whichever is greater.
• The system must be able to process data from multiple jurisdictions and present the record to the ordering entity in a single report.
• System must allow an ordering entity to define and determine a risk level for a driver based on the ordering entities criteria.
• System must determine the driver’s level of risk based on the returned driver’s driving history.
• System must give users with appropriate system access the option to make comments on each record.
- Multiple User Functionality.
• System must allow a hierarchy of various authorization levels and views, including at a minimum:
• Administrator, which offers more access to the system than a standard users, including the ability to configure access for users from the same ordering entity.
• Non-administrative user, which offers access to the system to order a driver’s license record check, check the status of pending orders, and view the results of completed orders. For the purposes of this solicitation, “user” will refer to anyone accessing the system.
• System must be able to restrict accessibility to data fields by sign-on credentials and allow different views depending upon the role of the user.
• Must have the capacity to accommodate at least 100 system Users, per ordering entity.
- Online System.
• Availability. The system must generally be available 24 hours a day, 7 days a week.
• Proven Uptime. Contractor must have data to prove its system has been functional and operating over 90% of the time.
• Notice. Contractor must provide one-week advance notice notifying all users of periods of planned downtime. This notice may include posting on the contractor’s website.
• Upgrades and Updates. Contractor must provide system maintenance, including, but not limited to, upgrades and new releases, at no additional cost to the ordering entity.
- Budget: One year is $40,000 to $50,000.
