RFP Description

The vendor is required to provide talent assessment software for include:
- Requirement
1. Software requirements
•    The software must be SaaS, cloud-based and accessible through standard web browsers, with responsive design for mobile devices.
•    "The platform shall support the creation, administration, and scoring of various test types, including but not limited to:
o    Multiple-choice questions
o    Essay questions
o    Situational judgment tests
o    Skill-based assessments
o    Personality assessments
o    Job simulation exercises"                            
•    The software must allow for the creation of custom test content as well as provide a library of pre- built assessments relevant to various job roles and industries.
•    The system shall support randomization of questions and answer choices to maintain test integrity.
•    The platform must include a robust question bank feature, allowing agency to create, categorize, and manage a large pool of questions for reuse across multiple assessments.
•    The software shall provide tools for setting time limits on tests, both overall and for individual sections or questions.
•    The system must support various scoring methods, including weighted scoring, pass and fail thresholds, and custom scoring algorithms.
•    The platform shall include features for preventing and detecting cheating, such as browser lockdown, IP tracking, and plagiarism detection for essay responses.            
•    The system must allow for unlimited use across various units within agency.
•    The system must be compliant with the act to ensure accessibility for all users, including individuals with disabilities. this includes adherence to relevant standards such as WCAG (web content accessibility guidelines) and section 508 of the rehabilitation act, ensuring that all digital content, applications, and services are usable by people with various disabilities.
•    The system must follow the uniform guidelines on employee selection procedures (1978), which provide a framework for employers to ensure that their employment tests and selection procedures are valid and non-discriminatory.
•    All tests and selection procedures must be job-related and consistent with business necessity. 
•    This means that the tests must measure the skills, knowledge, and abilities that are essential for the job in question.
•    The system must include mechanisms for conducting adverse impact analysis to ensure that no particular group is disproportionately excluded by the tests or selection procedures.
•    The system must comply with federal laws prohibiting discrimination.
2. User management and access control requirements
•    The software shall support role-based access control (RBAC), allowing agency to define and manage user roles with varying levels of permissions.
•    The system must integrate with agency existing single sign-on (SSO) solution for seamless user authentication.
•    The platform shall allow for the creation and management of candidate accounts, including self- 
•    The software must maintain detailed audit logs of all user activities for security and compliance purposes.
3. Integration and data management requirements
•    The software shall integrate with agency current applicant tracking system (ATS) success factors for seamless data exchange and workflow management.
•    The platform must support the import and export of data in common formats (e.g., csv, xml, json) for integration with other HR systems.
•    The software shall provide robust reporting and analytics capabilities, including customizable dashboards and the ability to generate ad-hoc reports.
•    "The system must be able to provide the capability to identify candidates who are preferred based on total test battery results. 
•    Hiring managers and administration must be able to sort candidates by the screening scores for review."
•    Statistical reports must be able to be sorted by screening type, within date, by position number, and position location. 
•    These reports must be able to provide statistical information on individual candidates and statistical comparisons between all or multiple candidates.
•    The system must comply with all relevant data protection regulations.
4. User experience requirements
•    The software shall provide an intuitive and user-friendly interface for candidates taking tests.
•    The system shall allow for the customization of the candidate-facing interface to match agency branding guidelines.
•    The software must provide clear instructions and practice questions to familiarize candidates with the testing environment.
5. Administration and proctoring requirements
•    The platform shall support both on-site and remote proctoring options, including integration with third-party proctoring services.
•    The software must provide tools for scheduling and managing test sessions, including automated reminders and notifications.
•    The system shall allow for real-time monitoring of test progress and completion status.
•    The platform must support the generation and management of unique access codes or links for secure test administration.
6. Implementation and support requirements
•    Provide a detailed implementation plan, including timelines, milestones, and resource requirements.
•    Comprehensive training for agency staff on all aspects of the software's functionality.
•    Provide ongoing technical support, including a dedicated support contact, ticketing system, and service level agreements (SLAs) for issue resolution.
•    Commit to regular software updates and feature enhancements, with a clear communication process for upcoming changes.
•    Provide applicant support with minimal response time to assist with any technical issues.
•    Supply electronic comprehensive user manuals, guides, and documentation for system administration and test creation.
7. Security and compliance requirements
•    The software must employ industry-standard encryption protocols for data in transit and at rest.    
•    Provide documentation of regular third-party security audits and penetration testing.
•    The platform must support data retention and deletion policies in compliance with agency requirements and applicable regulations.
8. Security and compliance requirements  
•    The software must support concurrent usage by at least 50 users without degradation in performance.
•    Provide uptime guarantees of at least 99.9%, with appropriate compensation for any downtime exceeding this threshold.
•    The platform must demonstrate the ability to handle agency projected growth in hiring volume over the next five years.
