The vendor is required to provide Medicaid asset verification system (AVS) which will be directly integrated with the state’s Medicaid eligibility and enrollment (E&E) system.
- Includes the following:
• Ability of the AVS system to provide information related to liquid resources, motor vehicles, and real property
• Demonstration of a robust network of financial institutions (FIS) or a plan for how the contractor will establish such a network, particularly that includes FIS prominent in state.
• Demonstration of a robust network of data sources which provide motor vehicle and real property information
• Implementation and operation of an electronic asset verification system (AVS) that is directly integrated with the state’s E&E system
• Tracking and reporting of verification activity by individual client, as well as in aggregate
• Manuals and training on system use, as well as technical documentation related to the integrated interface.
- Requirement:
• The AVS shall send and receive liquid asset inquiries and verifications electronically from the AVS to the financial institution (FI) and to the department.
• The AVS shall receive requests via daily batch files from the state’s Medicaid E&E system and return response files on a daily basis or other mutually agreed timeframe between the state and winning vendor.
• Include any standard request and response file formats they utilize with their proposal
• The system must have the capability to provide for electronic submission of requests to FIS and the electronic receipt of responses from FIS.
• The system must have the ability to send and receive motor vehicle and real property inquires and verifications electronically from reliable data sources.
• If utilizing secondary data sources, response shall provide the source of the information.
• Participate in any necessary design, development, and implementation (DDI) activities related to the integration of the AVS system into the E&E system.
• The AVS must provide documentary evidence that the search was conducted even if no assets are found.
• The AVS shall request information concerning both open and closed fi accounts going back for a period up to five (5) years to determine if the client's name appeared on any account or financial instrument as a single or joint owner during the look-back period.
• The AVS shall include, at a minimum, checking, savings, investment accounts, IRAs, treasury notes, certificates of deposit, annuities and any other assets that may be held or managed by a FI.
• The AVS shall allow for verification requests to be sent to fi other than those identified by the applicant or recipient.
• These queries shall be based on some logic such as geographic proximity to the applicant's home address or other reasonable factors.
• Define geographic proximity methodology used.
• The AVS must provide an option for DSS staff to specify FIS or FIS in an area.
• Network of financial institutions.
o Established network of financial institutions (FIS) who will participate in the AVS.
o the network shall be geographically diverse and shall include matching with FIS located Outside of state.
o complete and submit a listing of all currently participating FIS and shall provide a contact person’s name, phone number and types of accounts from each FI.
o Established system for recruiting FIS and shall establish and maintain a good working relationship with FI'S and professional associations with which it is required to be in contact in the performance of the contract.
o The strategies used to recruit and retain FIS.
• System requirements and security
o The AVS must meet at a minimum the following standards: soc 2 level 2 and national institute of standards and technology (NIST) guidelines.
o All software and cloud services purchased by the state will be subjected to security scans by bit without exception to non-production systems.
o Communication from DSS to FIS and other systems as necessary and approved by DSS is secure.
o Potential contractors shall submit in their proposal, data fields available.
o Data fields shall closely align with form ssa-4641.
o The data gathered by the proposed system shall, for liquid assets, shall contain at a minimum: recipient name, spouse’s name, recipients’ social security numbers (SSN), spouses SSN, name and address of FI, account numbers, type of account, lowest monthly balance for date span requested, FI representative name, fi representative phone number, fi response date, any FI comments.
o The data gathered by the proposed system shall, for motor vehicles, contain at a minimum: owner’s name(s), vehicle make, vehicle model, vehicle year, fair market value, and registration status (active or expired).
o The data gathered by the proposed system shall, for real property, contain at a minimum: owner’s name(s), property address, fair market value, and a date the ownership began.
• Performance measures
o The system shall provide evidence of a response of the finding or not finding of a match for 100% of all requests.
o Provide the current turn-around times for a request to an fi, e.g., 90% of requests are returned from the fi within 5 business days, 5% within 10 business days and 5 % are never returned.
o Provide the current turn-around time for a request for motor vehicle and real property requests.
o Its asset verification system is accessible for both individual and batch requests and has an uptime of no less than 98% as measured on a monthly basis.
o Provide a minimum of 48 hours written notice in advance of a planned outage, and confirmation of system unavailability within one hour before or after the system being unavailable.
