The Vendor is required to provide an appropriately qualified consultants / vendor to work within the fund’s data technical and business data team, as the fund is anticipating a significant turnover within this team in the next twelve (12) months.
- Ensure Seamless Data Transition: Achieve a smooth, efficient, and accurate migration of data from the legacy pension administration system to the new pension system also known as COPS 2.0 an On-PREM system based on Oracle 19C platform , ensuring no data loss or corruption during the process.
- Enhance Data Quality and Integrity: Improve the overall quality and integrity of the data by identifying and cleansing inaccurate, outdated, or redundant data, and ensuring that the data is consistent and reliable for future use.
- Support Organizational Continuity: Facilitate the transition and onboarding of new data management staff by providing comprehensive documentation, training, and support, ensuring that the knowledge and expertise are transferred seamlessly, and the project timelines are maintained.
- Comply with Security and Confidentiality Standards: Maintain strict adherence to all relevant data security and confidentiality standards throughout the data migration process, protecting sensitive information and ensuring compliance with applicable laws and regulations. Confidentiality/Data Security Agreement will be attached.
- Achieve Timely Project Completion: Meet all project milestones and deadlines efficiently, ensuring that each phase of the data migration is completed on time and within budget, thereby supporting the overall timeline of the COPS 2.0 implementation.
- The System Integrator is responsible for leading and executing the following tasks related to data migration from the legacy pension administration system:
• Data analysis
• Data cleansing
• Data conversion
- Required to provide weekly status updates specific to Data Migration activities, including risks, issues, and completed milestones.
- An analysis of the key data components to identify data that will need to be cleaned and/or corrected prior to the implementation of the new Pre-analysis, Assessment, Strategy (“PAS”) system.
- Provide a comprehensive description of their data analysis methodology, including but not limited to:
• Analytical framework or model to be used.
• Data sources and validation techniques
• Tools and technologies employed
• Assumptions and limitations
• Approach to ensuring data quality and integrity
- Services include:
• Provide data correction and cleansing in the existing source data prior to migration, as well as corrections during the data conversion process.
• Eliminate unnecessary data records.
• Identify and correct inaccurate data.
• Merge duplicated data where appropriate.
• Reformat and standardize data from the legacy system so that it can be converted.
• Determine how to gather the information that does not exist in any legacy system but is required in the new pas.
• Provide scripts which will correct the extracted data from the legacy data sources, if needed, and place the data into a staging database, as applicable and appropriate.
• Conduct ongoing data validation against all identified data sources during the cleansing process.
• Develop and publish data cleansing directives.
• Conduct data cleansing analysis. The development of written procedures, methods, and checklists for balancing and reconciling conversion and bridging of data between the legacy environment and the new system, if necessary.
• Techniques to be used in converting the legacy system data (e.g. automated conversion routines, balancing, and reconciliation of the converted data at various points throughout the conversion process).
• Synchronization of the data conversion effort with the various other aspects of the pas implementation project.
• Techniques that will be used to transform data to meet the rules employed in the new system.
• Development and use of data conversion test scripts.
• Development and use of reconciliation tools and techniques to ensure the new system data matches the legacy system data from which it is converted.
• Schedule for conversion activities.
• Method for keeping the data conversion consistent with the pas implementation schedule.
- The Fund is requesting Proposers to advise in their proposal how the anticipated work will be accomplished with on-site and remote work.
- Required to work Monday through Friday, 8:00 A.M. to 4:00 P.M. or 09:00 AM to 05:00 PM Eastern Standard Time (EST), 35 hours per week (not including mandatory unpaid one-hour meal break).
