The Vendor is required to provide a third party, Solutions of Substance, in 2020 to create and facilitate an external Learning Management System (LMS) for foster, adoptive, and kinship caregivers.
- The system provides these services to 12,000+ active users although agency expects this number to increase over time.
- Providing training to foster, adoptive, and kinship caregivers through an LMS provides unique challenges including:
• Widely varying technological skill levels of participants,
• Varying equipment (many use cell phones and other mobile devices to participate in training,
• Internet capabilities – there is a large variation in the quality of internet service available to state depending on which part of the state users live. Regardless, training must work across the entire state—on lower bandwidth when necessary—and still provide high quality,
• Require customer support seven days per week 365 days per year with extended hours, normally after hours on evenings and weekends,
• Support needs of individuals are normally greater than those of employees,
• Training must be engaging and incorporate music, video, multiple choice and true/false questions, etc. To meet the needs of learners,
• Considerations include ease of use regardless of the device from with the solution is accessed, ease of maneuvering from one training to the next, and it must be easy for users to find materials.
- Services include:
• Provide sufficient storage allocation to the agency to support of the requirements of the LMS system.
• The system must act as a storage repository for SCORM packages, both the initial offerings and future additions.
• Allow users to download certificates and handouts.
• Be scalable to meet the changing needs of the agency.
• Support external users such as foster, adoptive, and kinship caregivers.
• Be configurable and customizable.
• Meet requirements for PC, MAC, Android, and iPhone.
• The majority of agency users access the system by smart phone.
• Be able to imbed web links into training to allow users to access third party websites.
• Provide an avenue through which agency and clients may provide input and suggestions to the improve courses in the system.
• Allow self-enrollment.
• Provide access to all users 24/7 access 365 days a year.
• Provide a comprehensive dashboard for agency staff which includes a view of all current participants engaged in trainings and allows staff to notify, communicate, and send reminders to participants.
• Ability to host unlimited users (Currently there are 12,000+ unique users) all of whom must be able to access the system simultaneously.
• Agency will not consider licensing models that charge per user or tires of users.
• Be accessible to current versions of common operating systems (including but not limited to Microsoft Windows, macOS, and browsers (including but not limited to Internet Explorer, Firefox, Chrome, Safari).
- This includes course participants’ profiles, the courses they have enrolled in, their status, completion records, and any custom fields configured by agency.
- The external LMS must have open enrollment with 24/7 access and extended customer service support hours, including evenings, weekends, and holidays LMS users.
