The vendor is required to provide mass notification system that can support agency in providing timely notifications in the case of emergencies to the public, response entities, county government, and local jurisdictions.
- The system has the capability for multiple administrative users (county, cities, public safety answering points, and first responders) to issue internal and external alerts and notifications.
- All local jurisdictions may utilize the systems for internal notifications to include law enforcement and fire departments.
- Public safety answering points (PSAPs) also have access to the system to send out missing person notifications and callouts of specialized teams.
- The system in the following ways:
• The county duty officer, PSAP supervisors, dispatchers, and other trained and authorized county personnel will use the system to alert the public to include residents and businesses, of impending, and on-going emergencies and disasters.
• The system will also be used to alert “pre-defined” groups of first responders and government officials based on the national response framework (NRF) emergency support functions (ESF) format.
• Only individuals with administrative access are authorized to launch a message with the system.
• Types of scenarios for use include (but not limited to) notifications of the following events:
o Flooding
o Evacuations
o Seismic activity
o Volcanic activity
o Severe weather warnings
o Hazardous materials releases
o Landslide and mudslides
o Terrorist threats
o Law enforcement activities
o Transit activities
o Critical infrastructure closures and threats
o Wildfire threats
o Search and rescue incidents
o Fire incidents
o Critical transportation incidents (rail, air, highway)
o Mass fatality and mass casualty incidents
o Other life safety instances
- The mass notification system will provide the following services:
1. Notification capabilities
• Notification via voice, text, email, TDD and TTY
• Voice recording features
• Conference calling features
• Polling features
• Integrated with act integrated public alert and warning system (IPAWS)
• Ability to send EAS, wea, reverse 911 messages,
• Allows for multiple users and administrators.
• Geographic mapping component (ability to geo-target messages, established geographic boundaries)
2. Internal notifications:
• Office activations and situation reports
• County
• Local jurisdictions and agencies
• Specialized team call outs
• Volunteer groups
3. External notifications:
• Emergency notifications using the 911 database
• Emergency notifications using the yellow and white page database
• Emergency notifications using a public opt-in page that the community can self-register to receive messages
• A mobile application using cellular technology to reach non-registered cellular devices
• Ability to communicate messages in languages other than english.
• The ability for individuals to register and to receive messages in their preferred language.
4. Reporting
• The mass notification system should provide a comprehensive reporting system allowing all users to analyze the data and determine success rates based on delivery, notification, and receipt of messages.
