The Vendor is required to provide to implement a project management and analysis software (PMAS) to improve project oversight, accountability, and efficiency.
- To ensure security and compliance, the solution must support secure authentication methods, including Single Sign-On (SSO) and Multi-Factor Authentication (MFA).
- It must provide Role-Based Access Control (RBAC) to ensure proper data access and governance and integrate with Microsoft 365.
- County system integrations Enterprise Resource Planning (ERP), Geographical Information System (GIS), and Information Technology System Management (ITSM)] are out of scope at this stage.
- The strategic and operational objectives of the PMAS are as follows:
• Standardize project management practices by providing office staff with consistent templates, workflows, and reporting structures.
• Enhance visibility and reporting by enabling role-based dashboards, executive summaries, and automated report scheduling
• Improve resource management with tools for workload balancing, time tracking, and capacity forecasting at the individual and team levels.
• Strengthen accountability and governance through responsible, accountable, consulted, and informed (RACI) role assignments, configurable approval workflows, and detailed audit trails.
• Increase efficiency by reducing reliance on manual spreadsheets, duplicative data entry, and ad hoc reporting.
• Support training and adoption with in-application help, vendor-provided training, and role-based onboarding modules.
• Ensure vendor support and sustainability through strong service-level agreements (SLAs), technical support, and regular product updates.
• Drive cost-effectiveness by consolidating project tracking into one platform, minimizing reliance on separate tools, and providing predictable license/maintenance costs.
• Enable scalability to accommodate future growth in PMO operations and potential expansion to other County departments.
• Enable controlled sharing of project schedules and reports (e.g., Gantt charts, dashboards) with external stakeholders such as contractors or partner agencies when appropriate.
• Provide controlled, read-only visibility into project status for external stakeholders (e.g., external contractors, partner agencies) through secure access as approved by the office.
• Ensure all data managed by the PMAS is stored in compliance with County and federal data residency requirements.
