The Vendor is required to provide of Mobile Payment Provider (“MPP”) systems that allow customers to make payments by mobile phone for all City-operated paid parking spaces.
- Provide payment data aggregator ("PDA") systems to collect, manage and present the transactional and revenue data from multiple MPP systems.
- Today, customers can pay for parking in several ways: one mobile app, Interactive Voice Response (“IVR”), credit card at the single-space or multi-space meter, and cash at the single-space meter.
- The City wishes to expand to a multi-provider payment solution system including one text-to-pay option so that customers may choose which mobile payment solution best fits their needs.
- The payment session data from all payment solutions will be aggregated into a separate application allowing for centralized reporting, reconciliation and management.
- A user can choose based on a variety of factors, including convenience features, what works best for their mobile device, their comfort level with different technologies (mobile app vs mobile website vs. text-to-pay) and payment options.
- Project includes:

- Payment Features on Mobile Application Client(s)
• The payment application will allow the customer to make a payment with any supported iOS and Android mobile device. This may include payments via SMS, mobile application, voice or mobile responsive website
• The customer can enter or select their specific parking location and desired length parking duration within minimum and maximum time limits
• The payment application must provide transparent parking costs and convenience fees.
• The payment application will support common payment methods. This may include credit cards (Visa, MasterCard, Discover), debit cards and digital wallets (Apple Pay, Google Pay etc.)
• Revenues shall be deposited directly to the City’s bank account, and the City must be the merchant-of-record on all transactions.
• The vendor must comply with City payment policy and procedures.
• The payment application will allow payments without creating a user account.
• The payment application can display detailed parking transaction history. This may include unsuccessful payments and basic transaction information
• The payment application will notify the customer of a successful payment and provide an itemized digital receipt
• The payment application will alert the user to any payment errors, time out, system communication issue or other problem that led to an unsuccessful payment
• The payment application will allow the City staff to issue refunds
• The payment application will offer convenience features to improve the overall user experience
• The payment solution can charge a configurable convenience fee
• The vendor shall not charge service fee or transaction fee for zero-time transactions or zerodollar transactions. Only transactions that result in revenue generation shall incur service or convenience fees
• The vendor will not charge for SMS notifications or messages. Communication is provided to users without a fee
- Mobile Application Configuration
• The City or vendor can independently configure all parking enforcement rules and rates in real time, without system downtime. Vendor configured changes can occur within an agreed to timeframe. City configured changes will not incur additional costs
• The payment application will conform to any existing and new custom groups of meters (aka: zones) and/or space numbering sequence as defined by the City
• The City can configure rate schedules by:
o Static based on an amount for a set time frame
o Dynamic based on parking usage
o Time of Day
o Day of Week
o Hours of Operation
o Length of Stay
o Individual Meter
o Specific Zone
• The City can configure:
o Zones and space numbering
o Maximum parking time limits
o Minimum parking time limits
o Temporary meter closures
o Paid parking holidays
o Validation program codes
• The payment application will support automatic changes due to Daylight Savings Time, including any State/Federal level changes to Daylight Savings Time
- Marketing & Branding
• All marketing assets and user Interface designs are subject to approval by the City.
• The vendor shall be responsible for developing a comprehensive marketing plan for launch including advertising and community engagement.
• The vendor will disclose any advertising with the payment application.
• The vendor will pay for their portion of printing and installation of any shared city designed signage that leads to their payment application.
• The vendor will collaborate with other selected vendors to suggest a plan on how to establish their portion of the printing and installation of City signage.
• Signage specifications will be subject to the City’s approval and must conform to appropriate installation standards and signage guidelines.
• The vendor will comply with City process to install, manage and approve signage.
